| The role of industrial policy on the technological innovation of new energy vehicle enterprises is a hot topic of concern for academia and industry.Take Japan’s new energy vehicle industry,which has outstanding policy implementation effects,as an example,and explore the specific impact of the implementation of Japan’s industrial policy on the technological innovation of new energy vehicle enterprises,in theory is helpful to deepen understanding the role of industrial policy in enterprise technology innovation logic,explore the theoretical experience of cracking "double externalities" in green innovation of enterprises,enriching research results in two major areas: economic effects of policies and factors influencing enterprise technological innovation;In practice,by summing up experience and absorbing essence,it is beneficial to adjust and develop China’s new energy vehicle industry policy,improve the technological innovation capacity of new energy vehicle enterprises,so that the gap between China and the United States,Europe and Japan in the field of new energy vehicle technology will be narrowed.Based on the classical theories such as externality theory,market failure theory and enterprise technology innovation theory,this paper firstly adopts the literature research method and logical deduction method to explain the mechanism of the influence of supportive and restrictive industrial policies on the technology innovation of new energy vehicle enterprises.;Secondly,use the PSM-DID model that commonly used in policy effect analysis to conduct empirical analysis with the panel data of Japanese vehicle manufacturers and component suppliers from 2005 to 2018 as samples.Based on theoretical and empirical results,it can be seen that: Supportive industrial policies can promote technological innovation of new energy vehicle enterprises by promoting benign competition,reducing innovation costs and easing financing constraints;However,it may also cause enterprises to engage in rent-seeking activities or strategic innovation,thus crowding out the technological innovation of new energy vehicle enterprises.Restrictive industrial policies can inhibit the technological innovation of new energy vehicle enterprises by occupying normal working capital and destroying the existing business environment,but it may also have a countervailing effect on the technological innovation of new energy vehicle companies by acting as a reverse incentive.The measurement results of the PSM-DID show that both support and restrictive industrial policies have a promoting effect on the technological innovation of Japanese new energy vehicle companies in the sample period,and the former has a stronger promoting effect.An econometric analysis of the interaction term between supportive and restrictive industrial policies shows that the interaction term has a positive impact on the technological innovation of Japanese new energy vehicle companies,indicating that the "two-pronged" policy of the Japanese government has achieved a good effect.China’s new energy vehicle industry has certain similarities with Japan in terms of growth environment.Summarize the experience and lessons learned from Japan’s new energy vehicle industrial policy and its impact on enterprise technology innovation,and offer insights on China’s new energy vehicle industrial policy and enterprise technology innovation from three perspectives: the formulation of new energy vehicle industrial policy to promote enterprise technology innovation,the implementation plan,and the guarantee mechanism,and help my country’s new energy vehicle industry develop rapidly. |
