Research On The Development Policy Of Hainan’s New Energy Automobile Industry

China is the second largest oil consumer and the largest oil importer in the world,The External dependence of energy in China more than 70%.However,in recent years,China’s energy supply security has been threatened by the downturn in economic situation and severe international trade situation.So,the energy security has begun to be widely concerned.At the same time,China has become the largest country of greenhouse gas emissions in the world.The energy supply,the protection of environment and the delay of global warming have always been unavoidable public issues.As a responsible country,China should prevent the environment pollution and reduce the greenhouse gas emissions,to improve the governance capacity in dealing climate problem.China should make more and more contributions in protecting the earth and building the human community.The new energy vehicle industry has great advantages in energy-saving and emission reduction,the optimization of energy consumption structure and leading the new development of automobile industry.It can consider the social benefits,environmental benefits and economic benefits.It’s also a good idea for the government to solve the public problems.The new energy vehicle is the new direction for the vehicle industry in future.So,this paper analyzes the Chinese government and Hainan government’s policies of new energy vehicle from the perspective of policy tools classification.The new energy vehicle industry as an emerging industry in Hainan,It still have many problems.For example,the weak of technology,the shortage of funds,the industrial chain is incomplete,the lack of market confidence,and the unfriendly using environment.In the early stage of the industry,the Hainan government must formulate many policies.for example,publish guiding role,give the financial support and subsidies,provide access convenience,low taxes and other policies,for developing the new industry.The government’s early policy will determine the development and the speed of development.The second,in the middle stage the government must pay attention to the degree of intervention.The government should distinguish the boundary between the government and the market,and make good use of the government’s coercive means and free market regulation.Finally,the study puts forward some suggestions to guide the development of new energy vehicle industry in Hainan,and provides theoretical basis for the future research on the government in formulating industrial policies and supporting the development of emerging industries in early stage.
