Innovation is the first driving force for leading development,also the strategic support for building a modern economic system.The report of the 19 th National Congress of the Communist Party of China further clarified the importance of innovation in leading the economic and social development.For enterprises,innovation is an important source of long-term vitality.However,many enterprises in China still face the problem of innovation ability insufficiency.As an important means of government intervention in economy,industrial policy plays an important role in promoting technological innovation of enterprises and industrial transformation and upgrading.At present,the validity of industrial policy is still controversial in academic circles.It is of great practical and theoretical significance to correctly identify industrial policies for the effect of enterprise innovation.Therefore,in order to explore the impact of industrial policies on enterprise innovation,this paper takes China’s new energy vehicle industry as the object,and uses the natural experiment of supporting enterprise change caused by the promulgation of2009 "Catalogue of Recommended Models for Demonstration and Application Projects of Energy Saving and New Energy Vehicles" to construct a difference-in-difference model(DID)to test the new energy vehicle industry policy for enterprise innovation.It is found that,on the whole,industrial policy can effectively promote the innovation behavior of enterprises,and this positive incentive effect is still significant in the long run.However,the incentive policy makes resources more concentrated on the R&D of utility and design patents rather than invention patents.Then this paper further tests the heterogeneity from dimensions of marketization level and property right nature.The results show that the effect of industrial policy on different types of enterprises is different.Finally,this paper puts forward targeted suggestions from two perspectives of government policy-making and enterprise innovation strategy. |
