Research On Government Supervision Of Local Hydropower Industry In Jilin Province

The 2019 National Water Resources Work Conference pointed out that "the main contradiction in water management in China has undergone profound changes.It has shifted from the contradiction between the people’s demand for promoting water conservancy and the insufficient capacity of water conservancy engineering to the contradiction between the people’s demand for water resources,ecological water environment,and the insufficient regulatory capacity of the water conservancy industry,This contradiction is mainly reflected in the various problems of government regulation in the local hydropower industry in Jilin Province.Therefore,this article conducts research on the problems of government regulation in the local hydropower industry in Jilin Province.One is to analyze the regulatory system and mechanisms,laws and regulations,and other aspects of the industry.Based on my actual work experience and on-site survey results,I have sorted out the current problems in the government supervision of the industry,such as unclear boundaries of multi-level regulatory systems,outdated regulatory laws,insufficient regulatory enforcement in some regions,repeated and ineffective supervision,and difficulty in implementing environmental protection requirements in some regions,And the reasons for these problems were explored;The second is to organize the advanced experience of other provinces and cities,and explore the inspiration of these advanced experiences for Jilin Province based on the actual situation of Jilin Province;Thirdly,based on the characteristics of the local hydropower industry in Jilin Province,measures and suggestions have been proposed to clarify responsibilities and powers,improve laws and regulations,strengthen the proportion of political performance assessment,exercise price baton,and change work style.Through the research in this article,it is helpful to promote the streamlining of institutional mechanisms,improve regulations and policies,and effectively improve the regulatory level of the local hydropower industry in Jilin Province,providing practical guidance and reference for the local hydropower industry in Jilin Province to meet the development requirements of the new era.
