Improving the energy efficiency level of public buildings is an important way to help achieve carbon peak and carbon neutrality.As a special type of public buildings,the energy consumption of public hospital buildings is 1.6 ~ 2 times of that of general public buildings.At present,the implementation effect of building energy efficiency improvement in public hospitals is not ideal,which leads to the high level of energy consumption and carbon emission in hospital buildings,it is very important to guide public hospital buildings to improve energy efficiency,promote carbon peak and carbon neutrality.Based on the key problem of how to promote the energy efficiency improvement of public hospital buildings,this paper takes the public hospital in Beijing as the research object,based on the Delphi method,Fuzzy-DEMATEL method is used to identify the key influencing factors and analyze how they interact with other factors.Secondly,from the view of configuration,considering the mutual dependence and interaction of key factors,different configurations are formed,which lead to the improvement of building energy efficiency in hospital.Finally,on this basis,proposed Beijing Hospital building energy efficiency promotion path.The results:(1)the influencing factors of building energy efficiency improvement in Beijing public hospitals include four dimensions of macro-level policy,economy,market and technology,and two dimensions of micro-level behavior awareness and implementation capacity.The key influencing factors are market demand,market order,management policy,economic incentive policy,guidance policy,cost and so on.At present,the promotion of energy efficiency in public hospitals in Beijing should be based on policy,economy and market,supplemented by technology,behavior awareness and implementation ability.(2)following the principle of “Full homogeneity” and “Maximum heterogeneity”,22 public hospitals in Beijing were selected as case studies,some of the cases were investigated by field observation and interview survey,the results showed that,the promotion of hospital building energy efficiency includes three modes: “Low will,low input”,“High will,low input”,“High will,high input”.(3)the promotion of building energy efficiency in Beijing public hospital is not determined by single factor,but needs multiple factors to form configuration effect.There are three driving paths for the improvement of energy efficiency in public hospital buildings in Beijing,which can be divided into three types: guidance type,incentive type and spontaneity type,corresponding to the incubation period,growth period and maturity period of development respectively.At present,most of the energy efficiency improvement of public hospital buildings in Beijing is in the growth period,which depends on the promotion of configuration 2 mode.The three configurations all contain management policy,which indicates that perfect management policy is the key to improve the energy efficiency of public hospital buildings in Beijing.(4)in accordance with the principles of promoting in an all-round way,implementing classified policies and grasping key points,from four aspects of strengthening the restriction of management policy,paying attention to the guidance of behavior consciousness,perfecting the economic incentive policy mechanism,and giving full play to the market effect,this paper puts forward the concrete promoting strategies of building energy efficiency in Beijing public hospitals. |
