Research On Quality Evaluation And Countermeasures Of New Urbanization In Ganzi Prefecture Under The Background Of National Land Space Planning

Since the reform and opening up,Chinas urbanization level has shown a highspeed growth development,from 17.92% of urbanization rate in 1978 to 60.60% in2020,with an average annual growth rate of 1.04 percentage points at a high speed,but this kind of rough development that ignores the quality of urbanization has also led to a series of urban problems,in order to alleviate the emergence of urban problems,the new urbanization strategy was born.It is clearly pointed out in the 18 th Party Congress that we should adhere to the new type of urbanization road with Chinese characteristics,indicating a brand-new direction,improving the quality connotation of urbanization construction,improving the quality of urbanization,and promoting the new type of urbanization process is the core task of China to promote urbanization construction.Taking 18 counties and cities in Ganzi Prefecture,Sichuan Province as an example,this paper reorganizes the changes in the connotation of new urbanization under the new requirements of territorial spatial planning,and constructs a new urbanization quality evaluation index system for Ganzi Prefecture by combining the current problems of urbanization and relevant policy requirements in Ganzi Prefecture,and classifies the quality of its 18 counties and cities to provide a basis for the development,functions,positioning and scale prediction of new urbanization in each type of counties and cities in Ganzi Prefecture,and finally envisions the optimization of town system and spatial layout in Ganzi Prefecture in the future to provide a reference basis for the preparation of its territorial spatial planning.First of all,this paper explores the connotation of new urbanization quality based on sorting out and summarizing the relevant studies on new urbanization quality by scholars at home and abroad,and combining with the latest requirements put forward by territorial spatial planning.It is found that the most essential difference between new urbanization and traditional urbanization is the change from "economic development" to "people-oriented",and this conceptual change is mainly reflected in the change from pursuing economic development speed to pursuing multi-dimensional urbanization development.Secondly,based on the research on the evaluation indexes related to the quality of new urbanization at the county scale,this paper conducts an in-depth analysis of the current situation of urbanization in Ganzi Prefecture,clarifies the constraints of its new urbanization at the present stage,and from the connotation of the quality of new urbanization in the context of territorial spatial planning,36 research indexes are selected through expert recommendations based on five aspects: quality of population development,quality of economic development,quality of social development,quality of urban-rural integration and quality of ecological environment,and the index weights are determined by the entropy value method to finally form the evaluation index system of the quality of new urbanization in Ganzi Prefecture in the context of territorial spatial planning.Thirdly,this paper takes 18 counties and cities in Ganzi Prefecture as examples to make an objective and comprehensive evaluation of the current status of new urbanization quality development in each county and city in 2019.First,the overall characteristics of Ganzis new urbanization development quality are analyzed from the spatial cross-section;second,the characteristics of its new urbanization quality are explored from the individual evaluation indexes;third,the urbanization rate is taken as the horizontal axis of the classification system and the new urbanization quality evaluation score is taken as the vertical axis of the classification system,taking the ecological protection importance evaluation results of Ganzis territorial spatial planning as the constraint,orthogonal to form Ganzis new urban ization quality classification system.The quality classification system is formed orthogonally,and the18 counties and cities are finely classified in terms of "quality" and "quantity" of new urbanization.Finally,based on the analysis and research on the quality of new urbanization of Ganzi Prefecture counties,firstly,development guidelines are proposed for Ganzi Prefecture in six dimensions: population development,economic development,social development,urban-rural integration,ecological protection and spatial development;secondly,corresponding classification guidelines and countermeasures are proposed for five types of counties and cities,including coordinated development,ecological development,speed enhancement,ecological protection and foundation enhancement;finally,on the basis of the evaluation of the previous version of town system planning in Ganzi Prefecture,and combining with the evaluation results of the quality of new urbanization in Ganzi Prefecture in the context of territorial spatial planning,we propose optimization ideas for the current town system in Ganzi Prefecture,and provide a reference basis for the preparation of its territorial spatial planning.
