Research On Dynamic Monitoring And Evaluation Indexes And Technologies Of "One Map" Of Territorial Spatial Planning

Since the beginning of the 20 th century,China 's urban and rural planning and land-use planning have carried out implementation assessment and implementation monitoring.With the active promotion of learning western planning techniques and theories and the continuous development of local practices,China 's planning implementation assessment and monitoring have achieved certain results.Effectiveness,but there has never been a normalized dynamic monitoring and evaluation system.With the advancement of China's spatial planning system reform,relying on the planning digital platform to build a unified national land spatial planning system and supervise,its implementation has become the core content of the work at this stage.It also makes it possible to realize the dynamic monitoring and evaluation of "one map" for territorial space planning.Under this background,this paper aims to realize the dynamic monitoring and evaluation of "one map" for territorial space planning,and studies two key issues of the dynamic monitoring and evaluation index system and technical framework.This article first discusses the current status of China's current spatial planning in dynamic monitoring,information platform construction and implementation assessment,and points out the plight of China's spatial planning in achieving dynamic monitoring and assessment;Describe the history of the reform of China's spatial planning system and the transformation of land spatial planning in terms of planning ideas,key management and control methods,and discuss in detail the "one picture" dynamic monitoring and evaluation of land spatial planning.Requirements for system,platform foundation,etc.Secondly,based on the reform of "One map" of territorial space planning for dynamic monitoring and evaluation,combined with the research of relevant experience at home and abroad,focusing on two aspects of the indicator system and technical framework to support the realization of dynamic monitoring and evaluation.Among them,the index system is the main object of monitoring,evaluation,and early warning.The “core-extension” index systemframework,index transmission,and annual monitoring and evaluation index screening of "One map" of territorial space planning are supported to support the implementation Dynamic tracking;The technical framework is the technical support for the construction of the dynamic monitoring and evaluation system,and the technical links for the construction of the dynamic monitoring and evaluation system are studied to support the evaluation and early warning of the implementation of annual planning.Finally,combined with the relevant exploration of the current state of dynamic monitoring and assessment of Xiamen 's "One map" of territorial space planning,a comparative analysis of its shortcomings,and combined with the preliminary results of this study,proposed the dynamic of Xiamen 's "One map" of territorial space planning Suggestions for improvement related to monitoring and evaluation.
