At present,my country’s economic development mode has changed from emphasizing development speed to development quality,and innovation is the driving force for urban development.Sichuan Province is one of the eight regions where the state systematically promotes comprehensive innovation and reform experiments,but there is an imbalance in the development of innovation capabilities in various cities in Sichuan Province.Therefore,through the evaluation and research on the innovation ability of 21 cities in Sichuan Province and the analysis of their spatial distribution characteristics,it is of great practical significance to realize the comprehensive,coordinated and sustainable development of each city in Sichuan Province.First,the evaluation index system of urban innovation capability constructed in this paper includes four first-level indicators: innovation input,innovation activity,innovation environment and innovation output;The global principal component analysis method conducts a comprehensive evaluation and research on the innovation capabilities of 21 cities in Sichuan Province from 2012 to 2019;thirdly,the exploratory spatial data analysis method,the location Gini coefficient and the concentration index are used to analyze the innovation capabilities of 21 cities in Sichuan Province.Finally,based on the research results,corresponding countermeasures and suggestions are put forward.The research shows that:(1)The development of innovation capacity in various cities in Sichuan Province is relatively unbalanced.Among the 21 cities in Sichuan Province,only Chengdu,Deyang,Mianyang and Nanchong have a positive comprehensive score for urban innovation ability,which is higher than the average level,and the rest of the cities are far behind Chengdu.(2)The Moran’s I index shows that the spatial correlation of urban innovation capacity in Sichuan Province is not significant.Through Moran scatter plot analysis,it can be seen that the spatial pattern of urban innovation capability in most cities in Sichuan Province is stable and has the characteristics of spatial locking.Only Yibin,Luzhou,Ziyang and Suining have achieved the leap from low innovation capability area to high innovation capability area.Some cities are located in the “L-H” and “L-L” quadrants and remain stable.Deyang has always been in the “H-H” quadrant,and Chengdu,Mianyang and Nanchong are stable in the “H-L” quadrant,and the radiation and driving effect on neighboring cities is not significant.(3)From the LISA agglomeration map,it can be seen that the urban innovation capacity of Deyang in 2013 and 2015 showed the characteristics of“high-high”;In 2019,Ganzi Prefecture showed the characteristics of “low-low”,and most of the remaining cities did not show significant spatial distribution characteristics in the LISA agglomeration distribution map,with a certain degree of randomness and little correlation with the development of the innovation capabilities of surrounding cities.(4)By analyzing the location Gini coefficient and concentration index of invention patent applications from 2012 to 2019 in various cities in Sichuan Province,it can be seen that the urban innovation output capacity of Sichuan Province also presents a high level of spatial agglomeration characteristics.According to the results of empirical analysis,some countermeasures and suggestions are put forward from two aspects of urban innovation ability evaluation and spatial distribution: identifying urban characteristics,improving independent innovation ability;increasing innovation investment,cultivating scientific and technological talents;encouraging innovation activities and stimulating innovation subjects;optimizing innovation environment,create an innovation pattern;improve innovation output,increase market conversion rate;enhance interaction and communication,and improve innovation system.
