Research On Grass-roots Water Governance Capacity Index System Of Hunan Province

Socialism with Chinese characteristics has entered a new era,the development of water conservancy has also entered a new era.As an important support for the development of agricultural and rural areas and water conservancy industry,the grassroots water conservancy service system is an important force to promote the high-quality development of water conservancy,and is a fundamental guarantee to support the implementation of General Secretary Xi Jinping’s "water conservation priority,spatial balance,systematic governance,two-handed efforts" water management idea.At present,there is very limited research on the evaluation or level of grassroots water governance capacity,and no scholar has conducted research on the index system.In order to analyze the situation of grassroots governance capacity in Hunan Province,an evaluation of grassroots water governance capacity in Hunan Province was conducted based on research and analysis.The research contents and main achievements are as follows:The data of grass-roots water conservancy in Hunan Province was obtained by means of field research,questionnaire survey and data collection,and the current situation of the current management institutions of grass-roots water conservancy in Hunan Province was analyzed.The analysis shows that the grass-roots water governance capacity in Hunan Province has been greatly improved after reform,but it still faces the dilemma of serious structural imbalance.The main problems are:the management system and mechanism need to be improved,the implementation of funds needs to be strengthened,the talent team needs to be strengthened urgently,the infrastructure is weak,and the water conservancy law enforcement has a long way to go.On the basis of field research and analysis,a system of indicators for grass-roots governance capacity in Hunan Province was constructed from 24 indicators in five aspects:institutional establishment,personnel quality,management level,public policy,and service ability.In order to evaluate the grass-roots water governance capacity in Hunan Province,the weight of the evaluation indicators was calculated using a comprehensive weighting method combining analytic hierarchy process and entropy weighting method,and the results showed that the highest weight of 0.3453 was assigned to service capacity,which plays a key role in the grassroots water governance capacity in Hunan Province.A case study was conducted in Hunan Province using the grey correlation-Topsis method evaluation model.The results show that The size of the overall proximity Q value reflects the governance capacity level capability of the city and state,which basically corresponds to the current situation of grassroots water conservancy in Hunan Province,and the level of governance capacity is divided into three levels.By fitting the relationship between city and state GDP and closer degree,it is concluded that there is a considerable convergence between the level of grass-roots water governance capacity in Hunan Province and the local economic level,the higher the level of grassroots water governance capacity in economically developed areas The analysis of Hunan grassroots water governance capacity barrier factors obtained urban and rural water supply capacity,capital investment,and talent construction are the key factors limiting the development of grassroots water conservancy in Hunan Province,which is consistent with the field investigation.The construction of the evaluation index system of grass-roots water conservancy governance capacity in Hunan Province can effectively improve the enthusiasm of our province in grass-roots water conservancy services,promote theefficiency of grass-roots water conservancy management,lay a solid theoretical foundation for the practical and efficient development of water conservancy work in Hunan Province,and provide a guarantee for the benign operation of water conservancy work in grass-roots water conservancy departments.
