Historical and cultural blocks witnessed the development of the city.They are not only the symbol of urban civilization,but also an important part of China’s historical and cultural heritage.In recent years,with the improvement of conservation policies and plans,and the extensive exploration and continuous propagandizing by experts and scholars,people’s awareness of the protection of historical and cultural heritage has been strengthened gradually.However,with the continuous advancement of China’s urbanization process,new problems have been emerged during the protection and development process of historical and cultural blocks,and the old contradictions are existed as well.How to balance the relationship between the development of historical and cultural blocks and the demand of modernization’s development,and explore a set of method which will be advantage for the sustainable development of historical and cultural blocks,and adapt to the development of modern society,will be positive in inheriting excellent history and culture,and promoting the harmonious development of modern cities.Taking Duolun Road Cultural Celebrity Street as an example,which is one of the earliest historical and cultural blocks to be protected and developed in Shanghai.This paper explores the practical process of the protection and development of Duolun Road Cultural Celebrity Street and its development status in more than 20 years from the perspective of public management by using research methods such as literature research,questionnaire survey and interview.Based on the research result of Duolun Road Cultural Celebrity Street,this paper showed the deficiencies in the protection of historical heritages,the long-term governance of the block and the result of comprehensive development and utilization.Then this paper combined with the public governance theory and stakeholder theory,explaining the reasons for the emergence of the current street problems and analyzes the deep logic of current dilemma formation.Finally this paper put forward the measures to improve historical and cultural protection,improve the efficiency of street governance,and scientific development and utilization in historical and cultural blocks,in order to provide reference for deepening the protection and development of historical and cultural blocks in Shanghai.This study found that many practical problems of Duolun Road Cultural Celebrity Street were mainly caused by the lag of the transformation of government functions in the project of historical and cultural blocks;The contradiction between different interest subjects in the process of protection and development;And the space conflict in the actual use of the street.Therefore,in the process of protection and development of historical and cultural blocks,the government should give full play to its limited functions,coordination functions and service functions,and work together with all parties to promote the protection and inheritance of excellent historical culture.Secondly,the historical and cultural blocks show a trend of diversification of interest subjects in the process of transformation.The government needs to reconcile the interests of all parties as the goal,promote the interests of all parties to be consistent,and jointly promote the long-term and stable development of the blocks.Finally,we need to realize that the scientific and reasonable development and utilization led by government is a living protection of historical and cultural blocks.Through in-depth excavation of the historical value and cultural connotation of the blocks,we should establish a sustainable block protection and development model,so as to realize the long-term and stable development of historical and cultural blocks in Shanghai.
