With the rapid development of China’s civil aviation industry,the scale of airports has been expanding,the layout of control areas has become more complex,and the pressure on the operation and management of large airports has been increasing.In order to improve the efficiency of ATC operations and airport operations,in 2013,the Civil Aviation Administration started to promote the transfer of aircraft apron operations management to airport management agencies.2018,Yuanfang International Airport started to carry out the transfer of control work according to the deployment of higher authorities,and successfully completed it in2019.In order to ensure uninterrupted apron control operations,the transfer was preceded by the secondment of staff from the ATC tower department,while new apron controllers were recruited to complete the work in the form of tower controllers leading the newly recruited staff.With the successful completion of the handover,the ATC staff returned to their original units and the airport apron controllers began to work independently to conduct aircraft ramp operations.Due to the high personal quality requirements of mature apron controllers and the long training period,as well as the rapid development of domestic apron control and the large talent gap at this stage,airports should gradually establish their own training system in line with their own operational characteristics,actively organise and carry out job training for apron controllers,improve training programmes as soon as possible,incorporate talent training into the focus of their work,form a reasonable talent ladder and further improve their management level.Based on theories such as adult learning theory,lifelong education theory and competency model,this study proposes a training programme for apron controllers at Yuanfang International Airport on the premise of summarising the research results of some scholars.Through the analysis of the current situation of training,it is understood that there are problems such as insufficient research on training needs,unscientific training plans,lack of supervision in the process of training implementation and unsound evaluation of training effects,etc.The main reasons for the problems are the lack of attention to training work by the company,the lack of incentive mechanism for training work by the company,too rapid growth of personnel and limited training resources.The training process design was improved by adding a training needs analysis link,standardising the formulation of training plans,establishing a training monitoring mechanism and enhancing feedback on the evaluation of training effects.The training effectiveness was enhanced by expanding the training format and considering differentiated refresher training to increase the satisfaction of trainees with training.At the same time,this study analyses the implementation guarantee of the training programme for apron controllers at Yuanfang International Airport,laying the foundation for future training work to be carried out successively.The experience of Yuanfang International Airport in apron training,as one of the first units to achieve control transfer in China,is of far-reaching significance.Through the specific analysis of the actual situation of this enterprise,it can throw light on the training work carried out by the apron controller group and provide certain experience to further strengthen the construction of the front-line apron controller team.
