| At present,China’s economic development has entered a stage of high-quality development, and China’s civil aviation has now formed a nationwide air transport network with large airports as the core, hub airports as the backbone and small and medium airports as the auxiliary.Among them, the construction and development of small and medium-sized airports present distinctive features, reflect important dynamics and play an important role in meeting the travel needs of the general public, serving national strategies, improving the national comprehensive transportation system and promoting regional economic development, which is both a challenge and a development opportunity for small and medium-sized airports in China.Air traffic control at small and medium-sized airports is an important part of the national air traffic control and undertakes the major task of ensuring the safe operation of small and medium-sized airports. With the continuous improvement of China’s economic level and social development, although China’s air transport industry has also made great progress, the safety pressure on ATC at small and medium-sized airports is increasing day by day,and the shortcomings are becoming increasingly apparent. Therefore,in order to meet the development needs of small and medium-sized airports,a full range of air traffic controller training should be implemented for air traffic controllers, thus ensuring that small and medium-sized airports have to maintain high speed and high quality development in a smooth and controlled environment of safe operation. This study uses adult learning theory, the competency model and Koch’s four-level training assessment model as the main theoretical basis, and will cite and summarise the results of current scholarly research in order to propose a suitable training programme for Ping An Airport Company,so that the training can really work and can be used to improve the overall quality and motivation of air traffic controllers. In this study, four small and medium-sized air traffic controller teams from Ping An Airport Company, were selected as samples to analyse and design training programmes and implementation initiatives suitable for air traffic controllers at small and medium-sized airports in China.Through an in-depth study of the implementation of air traffic controller training,an analysis is made in conjunction with the current status of air traffic controller training, thus providing a comprehensive picture of air traffic controller training. This study will provide a strong starting point and experience for air traffic controller training by combining a detailed study of the air traffic controller training system with an analysis of the characteristics of the training programme, thus providing a comprehensive analysis of the difficulties and obstacles that exist in the process of air traffic controller training,as well as a targeted design of the training programme. |
