| Since the 1980 s of last century,China’s various regions began to build large-scale highways,the national highway development is unprecedented rapid,especially into the 21 st century,the rapid development of the national economy,accompanied by an unprecedented trend of development and expansion of China’s highway construction.However,affected by various factors,most of our highways are toll roads,and the operating period is limited,which means that the highway enterprises are faced with the trouble of sustainable development,and the state issued a series of preferential policies,such as: All models of the fee standard has been reduced,small buses can be free to pass during the holiday,for fresh agricultural and sideline products opened up the green peer license,overage charges have been cleaned up,under these policies,the company’s main income is greatly reduced,coupled with the new investment of high-quality projects less,so that the company in the future business facing more constraints.From the beginning of the establishment of Jilin Expressway Group Co.,LTD.,extensive management mode has been its biggest feature.In particular,this enterprise is from the transformation of public institutions,and the management mode of public institutions is quite different from that of enterprises.How to improve earnings,to fine management transition,to high quality development,become the current company must think and face the problem.In view of these problems,this paper deeply analyzes the company’s management and development strategy.Based on the analysis of the external environment,the central government issued a set of targeted regulation policies and measures on the macro level because the Chinese government is currently facing the downward pressure of the economy.In general,there are almost no highway projects with overlapping regions,the same direction,similar starting and ending points or the same,so the level of competition in the same industry is low.In the study of the internal environment of the company,it is found that at present,the internal employees of the company should not only deepen the understanding of the new situation of the development of the company,but also improve the consciousness of the overall situation,the consciousness of competition and the consciousness of innovation,and make joint efforts to achieve the new goal of the company.However,in terms of resources,the company’s highway project construction achieved a significant jump,and strive to achieve stability of major project investment,can make long-term profits;At the beginning of 2016,the total assets of the company was 68.7 billion yuan,and by the end of 2020,it has increased to 291.1 billion yuan.Now the asset scale has become the largest provincial enterprise in Jilin Province.This paper adopts swot analysis,focusing on the opportunities and challenges facing the company,as well as its own strengths and weaknesses,hoping to help the company to solve the main problems,improve the company’s operation and development strategy at the same time can bring some new ideas to the formulation and implementation of other similar domestic enterprises strategy.Finally,it makes clear the company’s strategic positioning and strategic choice.The company is striving towards the goal of becoming a large enterprise in the basic transportation industry.It should not only have strong core competitiveness and sustainable development,but also have high investment and financing ability and risk resistance ability.Still take highway development investment as the company’s main core business,take highway construction maintenance business as the company’s expansion business.Through the improvement of the maintenance,charge,service and labor sequence personnel salary structure,implement the reform of salary system;Comprehensively implement the "double standard" management of "standardized management and benchmarking management",and explore the highway construction and management mode which is conducive to cost saving and efficiency improvement;Taking the company’s cultural construction plan as the leading part and combining with the company’s own characteristics,the construction of spiritual culture,institutional culture,material culture and behavior culture should be the main content of the company’s cultural system construction.To study and formulate the strategic plan suitable for the development of human resources of the company,and build a team of professional talents;Strengthen publicity and guidance,establish a positive corporate image,to ensure the implementation of the company’s development strategy. |
