| Since its establishment in 2002,State Grid has achieved rapid development.Since its corporate social responsibility report was released from 2006 to now,it has attracted widespread attention for 12 years.As a large state-owned enterprise,the State Grid of China(SGCC)has significant value and significance in strengthening government supervision in the implementation of social responsibilities.At present,although state-owned power grid enterprises have a certain foundation in social performance,There is a big gap between the actual implementation results and the expectations,and there are many problems in the implementation process.Therefore,the research on the performance of social responsibilities of State Grid enterprises is increasingly important.This paper takes the state-owned power grid enterprises as a research case,analyzes the existing problems and causes of the problems in the implementation of social responsibility of state-owned power grid enterprises,and discusses the relevant countermeasures.The research conclusions are as follows: State-owned power grid enterprises will pay attention to the fulfillment of social responsibilities when facing consumers,employees,partners,etc.,but there are still some problems,including the lack of government guidance,systematic lack of government intervention,and lack of timeliness of government supervision.Among them,the lack of government guidance is mainly reflected in the lack of corporate responsibility implantation,corporate responsibility standards are unclear;The systematic inadequacy of government involvement is mainly reflected in the inadequacy of incentives and incomprehensiveness of corporate accountability.The lack of timeliness of government supervision is mainly reflected in the weak external constraints of enterprises and the lack of sustainability of corporate accountability.The reasons for the problems of state-owned power grid enterprises at the level of social responsibility performance are the backward government supervision concept and the lack of government behavior to promote corporate responsibility,and the formalization of government supervision on corporate responsibility.In terms of the lag of the government’s concept of "regulating enterprises",it is mainly manifested as the government’s cognitive deviation and unclear orientation of the government’s main body.In terms of the lack of government to promote corporate responsibility behavior,it is mainly manifested as unclear provisions on corporate responsibility and short-term effects of government policies.In the formalization of the government’s regulation of corporate responsibility,it is mainly manifested as the lack of regulatory value and limited regulatory strength.At the level of studying the existing problems and causes of the social responsibility performance of state-owned power grid enterprises,relevant countermeasures and suggestions for improving the social responsibility performance of power grid enterprises can be discussed at the level of government supervision,including: strengthening the publicity of the idea of social responsibility of power grid enterprises in the aspect of innovation regulation consciousness,improving the division of government functions;Improve the incentive mechanism in the aspect of strengthening regulation practice,Promote enterprises to consciously fulfill their responsibilities and create a social responsibility system and framework for State Grid enterprises;In the introduction of the supervision mode to establish a multi-social subject supervision mode,and strengthen the supervision force. |
