On The Mechanism Of Government Promoting The Corporate Social Responsibility Performance Of State-owned Enterprises

With the concept of social responsibility gradually integrated into various fields of social and economic development,many state-owned enterprises actively participate in and support social governance.The social responsibility of state-owned enterprises is not only the key to development,but also powerful means for the government to enhance its governance ability and solve social problems.It is also a vital part of the national brand development and international influence enhancing strategy.As the most important Stakeholder,the government needs to legally and reasonably intervene in the social responsibility implement of state-owned enterprises to encourage,supervise and evaluate its effect.However,due to the imperfect mechanism for the government to manage the social responsibility implement of state-owned enterprises,the guiding significance for the government to actually carry out relevant work is still insufficient.At present,the social responsibility implement of state-owned enterprises in China is still biased towards formal display,rather than a powerful tool for actually promoting the social governance.Based on the meta-governance theory,this paper taking government as the subject,sorts the evolution of government promoting the state-owned enterprises in social responsibility implement,thus reaches the basic logic of it,then analyses the social responsibility implement case of State Grids power-supplying company in M city through Go SRE method in the light of mechanism design in management in the areas of goal,participates and environment,finds out the issue and reason behind,discerns the key variable elements,optimizes the mechanism in goal,participates and environment,followed by showing specific countermeasure.At last a pilot project of the new mechanism was carried out for validity test.
