| High-quality development is the primary task of building a Chinese-style modernisation in the new era.A modern industrial system based on manufacturing is the fundamental guarantee for high-quality development. In this context, the 19 th Party Congress, the 14 th Five-Year Plan and the 2030 Vision, and the 20 th Party Congress all emphasise the modernisation of the industrial chain and the advanced industrial base.If the industrial chain is strong, the economy will be strong;if the industrial chain is stable, the economy will be stable;if the industrial chain is safe, the economy will be safe.On the contrary,if the industrial chain is not stable, strong, safe and smooth, the modern economic system will lose the important support for doing better and stronger and high-quality development. We must give full play to the unique advantages of China’s economy as a large market and construct a systematic support force for the upgrading of the industrial chain with a high-quality mega-market.In this context, compared to the mainstream studies of industrial economics that focus on the organisational form of the industrial chain and the technological progress of the industrial chain, the author believes that deconstructing the market-driven logic of industrial chain upgrading from the perspective of political economy, especially in terms of the relationship between the government and the market, the interaction between the internal and external cycles and the construction of a large national unified market, can better highlight its value in our times. As an emerging power in the automobile industry,China has ranked first in the world in terms of automobile production and sales for 13 consecutive years, making it a typical example of market-driven industries and industrial chain upgrading in a large country, and providing propositions and materials for theoretical research. In other words,by deconstructing the logic of the upgrading of the automotive industry chain driven by the market of a large country, the key to the modernisation of China’s industry chain and industrial system will also be found to a certain extent. The logic of the theoretical research is to build a "bridge" from the big market to the upgrading of the industrial chain, and the evolution of the division of labour is the logical "bridge" linking the big market and the upgrading of the industrial chain. On the one hand, the horizontal and vertical evolution of the division of labour has the same connotation as the meandering degree of the industrial chain and the upgrading of the industrial chain;on the other hand, there is a cumulative law of cause-and-effect cycle between the division of labour and the market.Based on this, the thesis attempts to construct a theoretical framework of "government role-large market-division of labour evolution-industrial chain upgrading",taking the development of China’s automobile industry and industrial chain upgrading as an example,in order to reveal the development of an industrial chain upgrading based on high-quality The theoretical framework of "government role-large country market-division of labour-industrial chain upgrading" is developed to reveal the institutional implications of relying on high quality mega markets for industrial chain upgrading. The theoretical framework is based on the theories of industrial chain upgrading, large country markets, division of labour and the Chinese automotive industry, which provide an important basis for understanding industrial chain upgrading, the relationship between industrial chains and division of labour, and large country markets.Secondly, the relationship between the evolution of the division of labour and the upgrading of industrial chains is analysed theoretically, and the mechanism between the big country market, the evolution of the division of labour and the upgrading of industrial chains is portrayed. Then,a real-life case, the Chinese automobile industry,is briefly introduced to sort out the facts about the characteristics of the development of the Chinese automobile industry chain under the impetus of different industrial policies at different stages of market development. Then,a system of indicators was constructed to measure the level of development of China’s automobile industry chain, and a VAR model was used to determine whether there was an interactive relationship between the four market attributes of market growth, market unification, market opening and market competition and the level of development of the automobile industry chain from 2001 to 2020,and then a benchmark regression analysis was used to quantify the numerical magnitude and direction of the impact of these four attributes of the market on the upgrading of the automobile industry chain. Finally, based on the results of the empirical research and the aforementioned theoretical logic, and based on the observation and analysis of the main problems facing both the supply and demand sides of the Chinese automotive market in the new development stage, policy recommendations for fostering a high-quality,large national automotive market are proposed. The paper argues that the concept of industrial chain interprets the circuitous production meaning of the evolution of division of labour, while the evolution of division of labour provides the underlying logic for deconstructing the growth of industrial chain. The upgrading of industrial chains can be seen as a special manifestation of the cyclical, cumulative and causal evolutionary process in which the division of labour and the market promote each other. The growing market and the continuous promotion of market unification, market opening and market competition through institutional innovation can promote the refinement of the division of labour within the industry, cultivate chain masters, optimise the spatial layout of the industry chain, promote the technological progress of the industry chain, reduce transaction costs, and promote the extension of the industry chain outwards, deepen internal links or integrate it into a new industry chain.Over the past 40 years of reform and opening up,China’s auto industry has made great progress and the industry chain system has been gradually improved. Not only have traditional fuel vehicles finally achieved independent domestic production of core components such as engines and transmissions, but it has also established a first-mover advantage in the new energy vehicle industry chain, and the intelligent networked vehicle industry chain has also become capable of leading. The empirical study on the upgrading of China’s automotive industry chain driven by a large national market has verified the dynamic relationship between market growth, unification, openness and competition and the level of development of the automotive industry chain, which is mutually reinforcing. Therefore, the achievements of China’s industrial chain upgrade are precisely due to the development and growth of the automobile consumer market and automobile manufacturers, and also depend on the breaking down of administrative barriers,as well as the opening up of the market and the building of a competitive market environment. The new round of technological revolution and industrial change is taking place, and the strategic pillar attributes of the automotive industry are becoming more prominent. In an era of great change,China will need to build a high-quality,super-sized car market with greater vigour if it is to finally transform itself from a large country to a strong country in the automotive industry. The sustainability of the super-scale automobile consumer market and the maturity and integrity of a unified, open and orderly market mechanism in the automobile industry are all issues directly related to the sustainable upgrading of China’s automobile industry chain, which is the core competitiveness of China’s automobile industry chain. In short, the upgrade of China’s auto industry chain should adhere to the market-oriented reform path and better play the role of the government, and the logical key point is to build a high-quality super-scale auto market.Specifically, the upgrading of China’s auto industry chain requires a commitment to fostering sustainable mega-market demand, fundamentally breaking down regional market segmentation based on administrative boundaries and sectoral interests, improving the order of fair competition in large national auto markets, and promoting a high level of institutional openness in large national auto markets. |
