| Baihetan Hydropower Station has an installed capacity of 16 million kilowatts,making it the world’s second largest hydropower station after the Three Gorges power Station on the Yangtze River.The relocation involves six counties(districts)in Sichuan and Yunnan provinces,and the planned annual number of immigrants is110,296.The Outline of Resettlement Planning of Baihetan Hydropower Station on the Jinshajiang River and the Report of Resettlement Planning of Baihetan Hydropower Station on the Jinshajiang River(both the outline and the report are divided into Sichuan and Yunnan parts)have been issued as relocation and resettlement policies for the reservoir area of Baihetan Hydropower Station.This study on the experience and lessons of hydropower resettlement projects in the implementation of policies can provide reference for the smooth implementation of hydropower resettlement projects in the future,and the government departments to further improve the public service capacity.Based on the perspective of public management,this paper sorted out and analyzed domestic and foreign research literature related to the resettlement policies of water conservancy and hydropower projects from the aspects of public policy implementation,the evolution of migration policies of water conservancy and hydropower projects,the implementation effect of hydropower migration policies and later support,etc.Combined with the actual situation,through the collection of departmental data,field visits,interviews and questionnaires,Based on Smith process model,new public service theory and sustainable development theory,this paper studies the implementation of resettlement policy of Baihetan hydropower Station in Ningnan County.In the study,by sorting out the general situation of Baihetan hydropower Project,the basis for the resettlement policy of Baihetan hydropower project in Ningnan County,as well as the resettlement principles,schemes,compensation costs and standards and other main contents,and by referring to data,visiting surveys,questionnaires and interviews,This paper analyzes the current situation of Baihetan hydropower resettlement policy in Ningnan County from four aspects: before,during and after the implementation of the policy,the subject of the policy implementation,the object of the policy implementation and the implementation environment,and summarizes the existing problems and causes of the above aspects of the Baihetan hydropower resettlement policy in Ningnan County.Based on the Smith process model,this paper puts forward some suggestions,such as comprehensive evaluation of relocation losses(including intangible assets),establishment of sustainable support resettlement plan,innovation of hydropower resettlement management system,early start of infrastructure construction in resettlement areas,strengthening the humanistic care of migrants and workers,and improving the recognition of execution objects,so as to provide new ideas for the transformation of government functions.Explore the path of localization immigration strategy,and comprehensively improve the relevant public policy management and service system. |
