| Emergency management capacity of public health incident is an important factor in the maintenance of public security and social stability and how to efficiently and reasonably response to public health emergencies is a major issue to test governments,and it is also an significant indicator of governance capabilities.Recently,as the levels of nation and society have taken more focus on the emergency management capacity of public health incident,and the COVID-19 pandemic crisis has seriously undermined all walks of life in our country during2020,it shows that the emergency management capacity need to be improved in our country.This paper tries to figure out how to emphasize the core situation of contingency plan in “one plan three systems” emergency management system in our country,how to help the relevant civil aviation departments take more focus on public health contingency plan,and how to provide results for others civil airports to improve public health contingency plan.S international airport,as the largest international airport in the southwest area of our country,needs transport hundreds of thousands passengers and cargoes around the world.In the public health emergency issues,these transport hubs will play an irreplaceable role in government.In the COVID-19 pandemic,S international airport assists government to control imported cases,screens trans-provincial public travel,transports medical teams for political missions,delivers medical supplies and so on.This dissertation chooses the implementation process of S international airport contingency plan in COVID-19 as the starting point,utilizing literature research method,participatory observation method,investigation research method and cases analysis method to widely collect and sort of various types of data.At first,the paper starts to analyze the original public health contingency plan of S international airport,then research the interview data of workers in airport and airlines,compare the implementation process between the Smith model and the practice in COVID-19 pandemic.The paper tries to find the deviation between the expectation and practice in S international airport public health contingency plan,and provide some reasonable countermeasures after finding the main factors which lead to these problems.The paper shows that S international airport has some problems in the implementation process of public health contingency plan in COVID-19 pandemic,including unreasonable structure of public health contingency plan,deficient capacity of implementation organization,weak senses of identity for target group and increasing uncertainty of external environment.The main factors which lead to those problems are analyzed in the four parts,such as contents of public health contingency plan,the safeguard mechanism of implementation organization,the cooperation of target group and the supports of external environment.At last,targeting those problems and reasons,the paper provides the reasonable countermeasures and ideas to increase the theory research in the implementation process of public health contingency plan and try to create a more scientific and reasonable implementation method of contingency plan,by improving contingency plan contents,strengthening capacity of implementation organization,rising cooperation of target group and creating a good external environment.Additionally,it provides some beneficial references for relevant departments to make contingency plan and improve the efficiency of executing contingency plan. |
