Research On Government Function Performance In The Development Of Distributed Photovoltaic Industry In Panzhihua City

As the contradiction between human development,energy consumption and environmental pollution becomes more and more serious,solar photovoltaic is favored by many countries in the transformation and development of new energy industry.Since the strategy of sustainable development was put forward,solar photovoltaic power generation has become a new way of energy supply.Our country ranks among the big countries of photovoltaic production and photovoltaic application,and the government function plays a vital role.Energy transformation and upgrading has been the general trend.In order to adapt to the new normal of economic development,Panzhihua City has put forward the goal of vigorously developing clean energy,and the development of solar photovoltaic industry has been established as one of the ways to achieve the goal.This paper takes Panzhihua Municipal government’s function play in the development of distributed photovoltaic industry as the research object.Based on the theory of government function and collaborative governance,through literature research method,it systematically summarizes the performance of government function in the development process of domestic and foreign renewable energy industry.By means of questionnaire survey and interview,the paper explores the bottleneck restricting the healthy and sustainable development of distributed photovoltaic industry in Panzhihua City,and combines a series of measures taken by the Panzhihua government,such as formulating development plans,formulating preferential policies,improving infrastructure and strengthening supervision and inspection.To find out the problems existing in the performance of government functions,such as weak support from industrial policies and fiscal policies,imperfect industrial development and market supervision means,lagging public service ability and public service awareness,lack of professionals and insufficient use of social forces,and then in-depth analysis of the reasons;Finally,through comparative analysis,the advanced experience of renewable energy industry development in Germany,the United States,Japan and Suqian,Jiaxing and other cities in China is studied,and the government functions and policy strategies in these countries and urban industry development are analyzed.Based on the functions that the government should perform in the development of distributed photovoltaic industry,such as economic regulation,market regulation,public service,social management,ecological environmental protection,etc.,and from the perspectives of government inter-level coordination,government inter-department coordination,government inter-regional coordination,and government and society coordination,Specific suggestions on improving government functions were put forward,such as improving the organization and responsibilities of specialized work groups,expanding channels and efforts for attracting investment,improving the object and subject of supervision,optimizing the service environment,and guiding the public to consume clean energy.
