Research On The Functions Of Local Government In The Transformation And Upgrading Of Equipment Manufacturing Enterprises

Since the founding of the People's Republic of China,the equipment manufacturing industry has played a very important role in economic growth.It has provided technical support for the country's industrial development,provided a solid guarantee for the training of talents and employment stability in the region,and is an important foundation for the economic development of New China.The dependence of overall economic development and employment stability on equipment manufacturing industry is particularly evident in Liaoning.However,with the difficulties of industrial economic development in recent years,the equipment manufacturing industry itself has experienced many difficulties.Liaoning's equipment manufacturing industry is particularly backward in terms of technology,aging equipment,brain drain,structural imbalances,and heavy burdens.Judging from the characteristics of the equipment manufacturing industry itself,it can not completely rely on its own capabilities to achieve transformation and upgrading.It must rely on the local government's policy formulation,environmental construction,guidance and support functions.Therefore,in the current situation where the economy has entered high-quality development and the government emphasizes service transformation,the Liaoning Provincial Government should conduct a study on the functions that the equipment manufacturing industry should play in the transformation and upgrading.The introduction part briefly analyzes the background,significance and current situation of the research,combs out the ideas of the research,and determines the two research methods of combining logical argumentation with objective practice and case analysis.Starting from the definition of the relevant concepts and the determination of the theoretical basis,this paper briefly describes the meaning,characteristics and development of the equipment manufacturing industry.It also explains the development status of the equipment manufacturing industry in major countries in the world and the development status of China's equipment manufacturing industry.This paper studies the theory of government management based on the research,analyzes the essence,key points and development process of the theory,and briefly describes the definition and division of government functions from the theory..After defining the relevant concepts and theoretical foundation,the paper analyzes the development process of equipment manufacturing industry step by step,analyzes the evolution of government functions at each stage of development,and analyzes the needs of equipment manufacturing industry for government functions in the new era.Through the analysis,it is concluded that the upgrading of the internal structure of the equipment manufacturing industry in Liaoning province should be based on the transformation of government functions.In order to deeply analyze how the government should transform functions to help the development of the equipment manufacturing industry,analyze the typical cases in China,and make the Qing government play its role in industrial transformation from different angles.Through the above analysis,combined with the national policy orientation of the current stage of high-quality economic development,it is proposed that the Liaoning Provincial Government should formulate special policies and play special functions in the specific field of equipment manufacturing.The suggestions include respecting the laws of the market,reducing the burden on enterprises,reforming the institutional mechanism,creating a good investment and employment environment,and developing the spirit of entrepreneurship.Finally,through theoretical interpretation and case analysis,the article concludes that the upgrading of the internal structure of the equipment manufacturing industry in Liaoning province should be based on the transformation of the government's economic functions.As an industrial parent industry,technology innovation is the most important way to transform and upgrade the equipment manufacturing industry.The government should find a proper position,improve laws and regulations,help enterprises to solve their burdens with policy measures,strengthen their vitality through reform and innovation of the system and mechanisms,and promote the smooth progress of the overall transformation and upgrading by holding fast to and encouraging the "key minority".At the same time,we will continuously improve the local investment and employment environment and realize the transformation and upgrading of the equipment manufacturing industry in Liaoning Province.
