Research On The Government Functions In Historical Cities Revival

The urban revival of historical and cultural cites, with the development objective of maintaining urban functions and vitality, has recreated the urban community vitality by integrating various elements of modern life, and meanwhile maintained and continued the urban history and traditional context, in order to enhance urban competitiveness, respond to the fierce global competition and realize the sustainable development of cities. This paper takes the government functions involved in the protection and utilization of historical and cultural cites as the starting point, and gives a focus to the analysis of the government functionsin planning preparation, law making, policy support, public cultural resource protection and public resource supply in aspect of urban government’s vitality and personality of reshaping historical and cultural cites.The revival evaluation indicator system of historical and cultural cites is established according to the means of function and the material objective that urban revival intends to reach, and the revival performance score of the case is analyzed by analytic hierarchy process and blur comprehensive evaluation method. By taking the historical and cultural city Quanzhou as the research object, the paper discovers that the local government is negative in management while protecting the original ecology of the city, which has weakened the urban economic development to some extent and brought negative impact to the sustainable development of the social and cultural system of the city. The paper has proposed some recommendations for function optimization such as developing cultural industry, innovating government administration system, innovating and protecting development mechanism, establishing mechanism for public participation, etc., in order to create a loose and good environment for the social, economic and cultural development of the historical and cultural city Quanzhou.
