From the point of view of the characteristics of hydropower station projects,compared with ordinary engineering projects,hydropower station projects in addition to the investment scale and project content are huge,but also involve the flood treatment of reservoirs,resettlement organization,soil and water loss control and other aspects closely related to the project construction of special work,and its construction technical level requirements are high,once not handled properly,it is easy to cause serious risks.It will cause great losses to the hydropower project.The total construction period of HY hydropower Station project is 36 months,and the investment scale is 895.145 million yuan.In the construction process,internal and external conditions such as soil erosion,environmental pollution,power industry policy,organization setting,reservoir inundated treatment work,and resettlement work may cause risks.Therefore,based on the internal and external conditions of HY hydropower project,this paper will study its risk management from the perspective of the project construction unit,HY Hydropower Development Co.,LTD.First of all,from the natural environment,social environment,organization and management,engineering technology,financial situation of five aspects,respectively,this paper describes the construction of HY hydropower station project faced with the internal and external conditions,analysis of the internal and external conditions that may cause project risks;Secondly,based on the analysis results of internal and external conditions of HY hydropower station construction project,this paper uses checklist method and Delphi method to preliminarily and deeply identify the potential risk factors of the project,and identifies 4 risk categories such as natural,organizational,technical and financial risk and 14 risk factors such as natural disaster risk,soil erosion risk and resettlement organization risk.Thirdly,after identifying the risk factors of HY hydropower station construction project,this part selects them as evaluation indicators,and uses analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method to evaluate the project risk.According to the calculation results of the weight and fuzzy evaluation set,the key risk factors and their risk levels that have important influence on the project are determined.The evaluation results show that the rating of HY hydropower station construction project is "high risk".Finally,this paper divides each risk category into corresponding risk levels according to the evaluation results,and puts forward control measures based on their levels.
