| As China moves faster and faster from a manufacturing power to a manufacturing power,China’s foreign trade and economic growth rate is increasing.In 2021,the total amount of import and export trade has reached nearly 40 trillion yuan.The huge total amount of import and export trade marks the increasing demand for bonded logistics centers by China’s manufacturing enterprises.Since the establishment of the first bonded logistics center in 2004,the construction speed of the national bonded logistics center is becoming faster and faster,The successful construction and operation of bonded logistics centers is also an important indicator of national economic growth.However,bonded logistics center projects usually have a large construction volume during the construction process,and they face many risks during the actual construction process.Therefore,in order to ensure the smooth completion of the project,it is crucial to systematically identify,control,and avoid risks in project construction.This article takes the construction project of HL Bonded Logistics Center as the research object,and carries out risk management for the project according to the risk management process of risk identification,risk evaluation,and risk response.In the risk identification stage,firstly,the literature research method and field research method are used to identify potential project risks,and then the Delphi method is used to preliminarily screen the identified potential project risks,and the reliability,validity,and correlation analysis of the obtained data are conducted,Ensure the reliability of the data and obtain a final risk identification list with 13 risk factors in 3 stages.In the risk evaluation stage,first establish a project risk index evaluation system,use the fuzzy analytic hierarchy process to calculate the weight values of each stage and each risk factor,and calculate the weight values of each risk factor relative to the project.Then,use the fuzzy comprehensive evaluation method to comprehensively evaluate the project risk.Through calculation,it is concluded that the overall risk level of the project is higher risk,and the decision-making and investment stages and planning and design stages of the project are higher risks.The construction stage is medium risk,and there are 13 risk factors for this project,among which major risks include safety risk,technical risk,quality risk,and financing risk;General risks include environmental risks,design risks,decision-making risks,and innovation risks;Low risks include policy risks,bidding risks,cost risks,site selection risks,and force majeure.In the risk response stage,the project adopts risk response strategies such as risk reduction,risk transfer,risk avoidance,and risk retention,and proposes targeted risk response measures for 13 risk factors.Finally,it analyzes the implementation effect of risk management for the parts of the project that have already undergone risk management.Through risk management of the construction project of HL Bonded Logistics Center,this article applies the research results to practical projects,carries out effective risk management control,provides a strong theoretical basis for risk management of HL Bonded Logistics Center projects,and provides reference for the construction of other bonded logistics centers in China. |
