| State-owned enterprises hold the lifeblood of the national economy in my country and play a huge role in key fields and industries.The protection of the rights and interests of employees in state-owned enterprises not only involves the interests of employees at all levels,but also involves major theoretical issues such as changes in the economic environment and the development of the market economy,all of which require the government to give full play to its functions.Guided by the two-factor incentive theory and public choice theory,this paper studies the government responsibility for the protection of the rights and interests of employees in state-owned enterprises,and reveals the indispensable role of the government in the protection of the rights and interests of employees in state-owned enterprises.In the process of macro-guiding the protection of employees’ rights and interests in state-owned enterprises,the government has continuously enriched the construction of the system of protection of employees’ rights and interests,innovated the way of linking with trade unions to support the work of the trade unions in protecting the rights and interests of employees,and strengthened supervision and restraint management to ensure that employees Relevant subjects of rights protection work more fully perform their responsibilities.The protection of employees’ rights and interests in state-owned enterprises involves complex problems,and there are still some problems in the performance of government responsibilities,and the protection of employees’ rights and interests has not been fully guaranteed.Among them,problems such as insufficient performance of government responsibilities,inadequate implementation of policies,imperfect establishment of institutional systems,and imperfect supervision and restraint mechanisms have seriously affected the performance of government responsibilities.In the face of the protection of the rights and interests of employees in the reform and development of the state-owned enterprise R Group,the Shaanxi Provincial Government promoted the establishment of the employee director and supervisor system in the enterprise,encouraged the establishment of the enterprise annuity system to improve the multi-level endowment insurance system,and established an incentive-oriented distribution control mechanism.A series of measures have been taken to ensure that the protection of employees’ rights and interests of R Group is carried out in a reasonable and orderly manner,and the protection of employees’ rights and interests is basically in place.Drawing on the experience of R Group,it is concluded that in order to fully fulfill the government’s responsibilities in the protection of the rights and interests of employees in state-owned enterprises,improvements and optimizations need to be made in the following aspects: first,strengthen the "two awareness" to promote the government’s responsibility;second,Guide employees to protect their rights in accordance with the law;third,improve the social security system,salary incentive system,and establish a modern enterprise system that "separates government from enterprise" to standardize the implementation of government responsibilities.In addition,it is also necessary to strengthen the construction of the supervision and restraint mechanism for the performance of government responsibilities,so as to improve the consciousness and enthusiasm of the performance of government responsibilities. |
