The concept of "Corporate Social Responsibility"(CSR)refers to the social responsibility that the enterprise should bear,which requires more responsibilities besides the target of corporate profits on the surface,when it reflects a beneficial manner that the enterprise take to operate and manage,which belongs to the category of public management science.An enterprise will certainly suffer costs when performing social responsibility,if the enterprise only worries about its own survival,development and self-interest,but fails to fulfill its social responsibility,it will have a negative impact on society.As an important part of the state’s pillar industry,compared with ordinary private and foreign enterprises,the state-owned enterprises in China not only should take responsibility as common enterprises,but also should form the foundation of our party and be the industry representative of the government in our country.The state-owned enterprises usually participate in industries related to national security such as the military,energy,finance and other pillar industries that bear important political mission,which also has a vital impact on the lifeblood of the national economy.After the 19 th National Congress of CPC,the party and the government have put forward a more long-term and profound vision for the reform of state-owned enterprises.How to consolidate and maintain the national economic lifeblood,how to promote the revitalization of China’s industry,how to be the mainstay of our country,all of these are included in the concept of social responsibility of state-owned enterprises.The research object in this paper is L Power Plant(LPP).As a large state-owned power generation company in the province,the implementation of LPP’CSR belongs to the category of Public Administration,which is an important component of enterprise ethics.The social responsibility of LPP should take both economic and social responsibility into account.The power generation industry which LPP belongs to is the pillar industry in China.The power industry,especially the thermal power industry,has brought some discordant factors when promoting the rapid development of our economy,such as environmental pollution,waste of resources and the ineffective protection of employees’ interests,which belong to the lack of social responsibility.The government and the society strongly demand that the power generation enterprises should strengthen the implementation of social responsibility and fulfill the social responsibility in addition to pursuing economic interests.The purpose of this study includes: the first point is how to analyze and sort out the social responsibility of LPP scientifically and quantitatively;the second point is to find the deficiency of social responsibility and reasons through the analysis;the third point is to put forward countermeasures and safeguards to strengthen the implementation of LPP’s social responsibility.The research significance and value of this study includes: the first point is that state-owned enterprises should set good examples to the small and medium-sized private enterprises;the second point is to enrich the study of corporate social responsibility in the area of state-owned power enterprises;the third point is to respond to the call of continueing to deepen reform from the 19 th National Congress of CPC;the forth point is to provide the reference to other similar industries;the fifth point is to enhance competivity of LPP in the market effectively.In theoretical research,western research on CSR can be approximately divided into five stages in terms of history,whose focus is on finding the right balance between profit and responsibility,when new attributes are constantly incorporated into it.Domestic scholars have carried on a large amount of research from the perspective of the development course,research content,existing problems and reasons for the lack of social responsibility,who have summarized that the current situation of the lack of responsibility is the result of the shortcomings or deficiencies in legal system,government supervision and incentives,changes in the living environment of enterprises,changes in internal interests,traditional culture and so on.The research methods of this paper mainly adopt the methods of documentation,questionnaire,analytic hierarchy process,expert scoring and comparative research.This paper analyses the fulfillment of social responsibility in LPP,learns the excellent practices of domestic and foreign enterprises,finds the deficiency of social responsibility and reasons through the analysis,puts forward countermeasures and safeguards to strengthen the implementation of LPP’s social responsibility.The main achievements of this paper are as follows: firstly,combined with relevant theoretical basis and policy environment,this paper discusses the characteristics of state-owned power generation enterprises in China at present,defines the factors and weights that should be performed by expert scoring;secondly,by applying the research methods above,this paper finds the problems from the comparison between different years and different groups which is more sientific and comprehensive;thirdly,through a comprehensive investigation and discussion of the current situation of LPP’s social responsibility,this paper finds the deficiency of social responsibility and reasons,discusses how to strengthen the fulfillment of responsibilities from the aspects of economic environment,employee protection,social charity,etc,discusses how to do the implementation of safeguards from the political culture and other aspects of assets,in order to combine theory and practice.The deficiencies in the paper and the further solutions: the first point is that there is no independent chapter on the performance of legal responsibility of corporate social responsibility,as this part has been discussed in the chapter of environmental protection and employee security which mainly involves the laws of Environmental Protection Law and Labor Law;the second point is that some details were not considered thoroughly,some aspects which are difficult to quantify are not evaluated effectively,the author hopes to improve these parts in the future;the third point is that it fails to make a comprehensive comparison with other power generation companies,the main reason is that the data such as salary of employees are difficult to obtain through public channels which lead to the lack of quantitative support,however,the comparative methods are similar to the method of comparison between years in this paper as a supplement to future research.
