| The civil aviation industry is developed with social progress,economic development and technological innovation.It occupies an important position in the political,economic,social,cultural and other fields,and is an important basic strategic industry of the country.In order to meet the national strategic needs and the people’s demand for better air travel,CAAC has been constantly exploring and reforming.This paper combs and analyzes the change process of China’s civil aviation management system since the founding of the People’s Republic of China,which is an attempt to analyze the change of China’s civil aviation management system based on historical institutionalism path dependence rationality.This paper divides the change process of civil aviation management system since the founding of the People’s Republic of China more than 70 years into three main stages,namely,the militarization management stage(1949-1980),the enterprise reform stage(1980-2002),and the comprehensive deepening reform stage(2002present).Through sorting out and analyzing the three stages of the change of civil aviation management system,the change of China’s civil aviation management system shows typical path dependence.The civil aviation management system has been evolving along the path of state-owned property rights,monopoly competition and government regulation.At the same time,the change of civil aviation management system is mandatory,gradual and lagging,which has brought some positive and negative effects to the development of China’s civil aviation industry.The positive utility mainly shows that the market competition pattern of the civil aviation industry is basically formed,and the forces of all parties tend to be stable;The reform of enterprise and marketization has achieved initial results,and the civil aviation industry has achieved leapfrog development.The negative utility is mainly manifested in the path locking phenomenon in the property right system,competition mechanism and regulatory system,which leads to new problems in the process of institutional change and restricts the development of the civil aviation industry,and gives corresponding countermeasures and suggestions on how to break through the path locking.System is the basic guarantee to enhance the competitiveness of the industry.High intensity competition needs good system as the backing.Under the current system of our country,the government,as the main decision-maker of system formulation and reform,should pay attention to the impact of path dependence,give full play to its positive utility,overcome its negative utility,and avoid path "locking".China’s civil aviation reform can try to carry out institutional innovation from the aspects of property rights system,competition mechanism and control system,so as to further deepen the civil aviation reform and promote the high-quality development of civil aviation,so that civil aviation can better serve the national strategy,local development and the vast number of passengers. |
