In the context of low-carbon economy and sustainable development,renewable resources have attracted worldwide attention.With the continuous progress of the Belt and Road Initiative,the importance of improving the level of green BRI construction has become increasingly prominent.As the first stop of the "Maritime Silk Road",Southeast Asia is a key node in China’s diplomacy.Southeast Asian countries have sufficient lighting conditions and natural photovoltaic power generation advantages.With the rapid growth of China’s photovoltaic industry,China’s power and photovoltaic enterprises have the ability and confidence to take on the responsibilities of a big country and contribute to the sustainable development of the world.Under the background of the BRI,the investment risks of overseas photovoltaic investment include economic risk,social risk,political risk,China relationship risk,external financing risk,etc.Due to the particularity of photovoltaic investment,there are photovoltaic development risk and power market risk.In order to evaluate the PV investment risk in southeast Asian countries along the BRI,this paper studies and analyzes the PV investment risk in southeast Asian,constructs a seven-dimension PV investment risk evaluation system for Chinese PV and electric enterprises,involving 35 indicators in total,and categorizes the investment risk of each country based on cluster analysis.Photovoltaic dimension has the largest proportion,followed by China dimensions,and External financing dimension has the smallest proportion.The Philippines scores well across multiple dimensions and has been in the low-risk category from 2014 to 2019.Vietnam moved into the low-risk category in 2019 with the rapid growth of PV generation.This paper provides reference for overseas photovoltaic investment,objectively evaluates and effectively identifies various risks faced by Chinese enterprises in the process of overseas photovoltaic investment.This paper proposes targeted policy recommendations to Chinese power and photovoltaic enterprises,the Chinese government and countries along the Routes in Southeast Asia to help the photovoltaic industry develop more actively and speed up the energy investment and sustainable development of the Belt and Road initiative.
