The 19 th national congress of the communist party of China has put forward the initiative of accelerating the promotion of "One Belt And One Road".Among them,energy investment is an important breakthrough to promote the "One Belt And One Road" strategy,and it is the general trend for enterprises to go out and make energy investment.However,most of the countries along the route of "One Belt And One Road" are backward countries.In these countries,there are abundant energy resources but no technology for development and utilization.Many domestic enterprises go abroad to develop together with these countries and make energy investment in these countries.But these enterprises encountered many risks when investing in the host country.These risk events caused huge losses to enterprises,among which nimby risk had the most fatal impact.Chinese enterprises often encounter "nimby" incidents when they invest in energy overseas.The resolution of "nimby" incidents is a problem that must be solved at present.The outbreak of "nimby" incidents directly affects the enthusiasm of enterprises in overseas energy investment and brings huge losses to enterprises.Therefore,in order to encourage enterprises to make overseas energy investment,the research on the diffusion mechanism of nimby risk encountered by overseas energy investment and its model construction has important theoretical and practical significance.First,this paper for the first time into the overseas energy investment risk avoidance system,and on the basis of related literature theory combining chain diffusion characteristics of adjacent to avoid risk and social risk amplification theory,innovative risk avoidance diffusion of 3 phase model is put forward,and the main task of each stage are analyzed,the target and the corresponding mechanism,build the adjacent to avoid risk diffusion mechanism model;The key factors affecting the risk diffusion process of nimby are summarized from the five themes of host residents,host government,construction enterprises,social media and social environment.Secondly,on the premise of applying the system dynamics method and combining the interaction between the key influencing factors in the nimby risk diffusion system,the causality diagram and the system flow diagram of the dynamic model of the nimby risk diffusion system were constructed.Meanwhile,the structural equation was established and the initial parameter values were set.The vensim-ple simulation software was used to simulate the model,and the sensitivity analysis results of operation trend and key influencing factors of nimby risk diffusion system were obtained.Finally,combining with the real case--"lebitang" copper mine incident,it can be seen that the simulation results of the model can better fit the whole process of nimby risk diffusion.Through the analysis of parameter sensitivity,it can be found that the degree of nimby risk diffusion is related to benefit compensation,host residents' participation,host government information disclosure,host government communication degree,construction enterprises' communication degree and construction enterprises' popularization of science,showing a positive impact.Based on the simulation results,the paper puts forward some strategies and Suggestions to restrain the spread of nimby risks,and improves the benefit compensation mechanism and communication mechanism of nimby risks.
