In recent years,with the continuous improvement of our country’s economic level,not only electricity demand for industrial production but also residential demand for electric energy are constantly changing.Distribution network is the unit closest to users,so it’s importance is self-evident.The changing electricity demand and power grid structure need the support of more secure and intelligent distribution network,so the intelligent development of distribution network will become the mainstream form of China’s distribution network construction.As a project with profound influence on the country and society,intelligent distribution network needs a scientific and reasonable comprehensive benefit evaluation as the basis for the project’s establishment.This means that it is urgent to promote the comprehensive benefit evaluation of intelligent distribution network,in order to support more scientific and reasonable upgrade and transformation of distribution network.This thesis takes T project of a regional distribution network in Tianjin as an example.At the present stage,the distribution network structure is traditional in this project,whose service level can no longer meet the needs of local social and economic development.As a result,it’s comprehensive benefits are low.To solve this problem,T project planed to adopt two sets of smart distribution network planning schemes for upgrading and transformation.In order to maximize the comprehensive benefits of T project transformation,this thesis will make a comparative study of the current situation of T project and two sets of planning and upgrading schemes from four aspects of economy,technology,society and environment,in order to upgrade T project with the best scheme.In the research process,the comprehensive benefit index system of T project is constructed based on the principle of "SMART" objective analysis method and the theory of analytic hierarchy process.In order to improve the operability of project evaluation,the thesis uses principal component analysis method to eliminate 11 indexes that have little influence on the results,and finally constructs the index system composed of 4 indexes in the criterion layer and 10 indexes in the index layer.Considering that the index system constructed in this thesis has a clear hierarchical structure,on the basis of in-depth analysis of the impact of evaluation indexes on the comprehensive benefit of T project,the expert group decision-making method is adopted to determine the weight of the impact of each evaluation index on the evaluation results.And use fuzzy comprehensive evaluation method to evaluate the comprehensive benefits of present situation、plan A and plan B of T project.Finally,the best improvement scheme is proposed according to the analysis results.
