Research On The Establishment Of A Risk List For Nuclear Power Engineering Equipment Procurement

Nuclear power plant equipment belongs to high-tech equipment,which has high manufacturing standards,difficult processing and long manufacturing cycle.High technology,high standard and high difficulty determine the large investment in nuclear power plant equipment.At the same time,nuclear power engineering equipment procurement has many unique characteristics at the business level: first,equipment interface management is complex,there are many interfaces and long exchange cycle;Second,the work interface relationship is complex and there are many project stakeholders;Third,the workflow is complex;Fourth,the working cycle is much larger than the manufacturing cycle of the equipment.These characteristics determine that the procurement of nuclear power equipment faces many risks.Equipment procurement risk is the core risk of nuclear power engineering project.Studying the risk factors and risk categories of nuclear power equipment procurement and establishing a general risk list can provide a good reference for systematic planning of risk response.This is of great practical significance for nuclear power projects.Professionals in the field of nuclear power engineering equipment procurement have been studying the risk continuously.They continue to summarize and accumulate from engineering experience and point out the risk of nuclear power equipment procurement.They are aware of the importance of the risk of nuclear power equipment procurement,and preliminarily reveal some important risk factors,but they all have some limitations: first,they either focus on the risk factors in one aspect of nuclear power engineering equipment procurement,or focus on how to manage the risk of nuclear power engineering equipment procurement;Second,the complete risk list of nuclear power equipment procurement is not obtained through scientific research methods,and more emphasis is placed on the induction and summary of engineering experience.Firstly,through the interview with industry experts,this paper obtains the first-hand information about the risk factors of nuclear power engineering equipment procurement.Then the grounded theory is used to analyze and sort out the interview data,and a preliminary risk list is constructed.Next,this paper obtains the importance ranking of each risk factor and risk category by issuing a questionnaire among industry insiders and asking respondents to score each risk factor.For other risk factors collected through the questionnaire,this paper analyzes them one by one,confirms the additional risk categories and risk factors that can be adopted,and finally constructs the risk list of nuclear power engineering equipment procurement.Finally,by tracing back the risks that have occurred in the real cases,this paper verifies the completeness and effectiveness of the nuclear power engineering equipment procurement risk list,and confirms that the list can be used to guide the nuclear power engineering equipment procurement risk management planning and planning risk response.
