With the rapid development of China’s construction industry,the promotion of supply-side structural adjustment and the continuous deepening of railway enterprise reform,the trend of transformation and upgrading of railway supervision enterprises to the direction of whole-process engineering consulting is becoming increasingly clear and the pace is accelerating.In this context,in-depth exploration of the path,mode and scheme of the transformation and upgrading of supervision enterprises has practical reference value for deepening the reform of state-owned enterprises.This paper focuses on the transformation and upgrading of railway supervision enterprises,and on the basis of inheriting the theory of industrial structure upgrading and enterprise innovation theory of predecessors,this paper makes a preliminary combing and preliminary analysis of the current situation of supervision enterprises with the help of analog analysis and system analysis.According to the relevant theories of enterprise change and strategic management,the PEST analysis model and other tools and methods were used to analyze the environment,existing problems and causes of problems faced by railway supervision enterprises,and clearly pointed out that the railway supervision enterprise concept is outdated,the mechanism is not active,and the positioning is biased,which delays the development and transformation and upgrading of enterprises.The main reasons for these problems are not only the influence of historical inertia,but also the lack of emancipation of thinking,the lack of broad-mindedness,and excessive reliance on the mother of the railway.According to the theory of enterprise innovation,the requirements of supply-side structural reform and the theory of industrial chain extension,referring to the practices and experiences of transformation and upgrading of relevant enterprises at home and abroad,and using methods such as main contradiction analysis,the principles,paths and schemes of railway supervision enterprise transformation were discussed in depth,and the concepts,steps,methods and promotion measures for the transformation and upgrading of the whole process of engineering consulting were put forward,and it was pointed out that railway supervision enterprises should achieve autonomy with the opening of new markets,the reshaping of organizational forms,the application of new technologies and the innovation of management mechanisms,smooth,incremental transformation.At the same time,suggestions are put forward on the guarantee conditions for transformation and upgrading and relevant government policies.
