Whole Process Engineering Consultation Based On Construction Project Practice

industry development situation and government guidance,industry self-discipline,market operation of the engineering consulting market is taking shape.On February 21,2017,the General Office of the State Council issued the "Opinions on promoting sustainable and healthy development of construction industry"([2017] 19),in the part of "perfecting the Construction Model of Engineering Organization",it clearly advocates "cultivating the whole process engineering consultation,encouraging investment consultation,investigation,design,supervision,bidding agent and cost,etc,to develop the whole process engineering consultation by means of joint operation,merger and acquisition,and so on,and to cultivate a number of whole process engineering consulting enterprises with international standards,and to develop technical standards and model contracts for the whole process of engineering services.This document defines the concept of "whole process engineering consultation" for the first time in the whole industrial chain of construction industry.Subsequently,the Ministry of Housing and Urban-Rural Development of the PRC issued a series of normative documents From many dimensions,it shows that the state should vigorously develop the mode of whole process engineering consultation,and gradually form an integrated engineering consulting service system for the whole life cycle of construction projects,so as to realize the transformation and upgrading of the construction industry and in line withinternational standards.On May 2,2017,the Ministry of Housing and Urban-Rural Development of the PRC also issued the "Circular on carrying out the pilot work of whole process Engineering Consulting"([2017] 101),and determined 8 provinces including Beijing,Shanghai,Jiangsu,Zhejiang,Fujian,Hunan,Guangdong,Sichuan and 40 enterprises took the lead in carrying out the pilot project of the whole process engineering consultation for a period of two years.So far,the whole domestic process of engineering consulting and promotion work officially opened the prologue.This paper focuses on the construction project using the whole process of engineering consulting this new management model,compares with the development of domestic and foreign engineering consulting industry,and puts forward the development background and power of the whole process engineering consulting in China.At the beginning of the whole process engineering consultation concept,different understanding and explanation appeared.This paper breaks the routine,combines the practice case,fully excavates the connotation of the whole process engineering consultation,decomposes the whole process engineering consultation into the combination of the whole process project management and the professional consultation,and puts forward the work development mode of the whole process engineering consultation at the present stage.The whole process engineering
