| On February 14,2022,the General Office of the State Council issued the National Emergency system Plan of the 14 th five-year Plan,proposing to comprehensively strengthen the construction of emergency rescue forces,optimize the resource allocation of emergency elements,and greatly improve the infrastructure and equipment conditions of emergency management institutions.We will comprehensively improve work efficiency and performance.In recent years,railway transport enterprises have implemented the central decision-making and deployment with practical actions,and established a railway emergency management system,but the hidden risks of railway dangerous goods transport are still prominent.Under the background of actively promoting the emergency management system and capacity modernization during the 14 th five-year Plan period,in order to strengthen the safety supervision of the transport of dangerous goods,establish and improve the emergency guarantee system for the transport of dangerous goods,study how to send emergency resources to the designated place in the shortest time and minimize the loss of emergencies,which brings new challenges to the allocation and layout of emergency resources for railway transport enterprises.In order to deal with the emergency of railway dangerous goods transportation,this paper studies the multi-level coverage location decision of railway dangerous goods transportation emergency facilities.to provide decision support for decision-makers to design robust emergency facility location in uncertain environment.First of all,based on the summary and analysis of the relevant policies and development stages of railway emergency facilities location and the current research situation at home and abroad,the management of railway emergency facilities,railway dangerous goods emergency facilities and location are theoretically explained.The characteristics and applicable scenarios of each location model are compared.Then,considering the factors such as uncertain demand and multi-stage standby coverage of emergency facilities,emergency rescue facilities are set up relying on railway dangerous goods handling stations,special line connection stations and concurrent stations to provide emergency rescue services to the demand point after an emergency for different types of dangerous goods.That is,the shortest emergency rescue time is the target to establish the robust optimization model of multi-stage standby coverage of railway dangerous goods transportation under the condition of uncertain demand,and the optimal location of emergency facilities for railway dangerous goods transportation is solved according to genetic algorithm.The experimental results under different security parameters are compared and analyzed,and the feasibility of the model and algorithm is verified by simulation examples.Finally,based on the road network data in the jurisdiction of a certain Railway Bureau Group Co.,Ltd.,through on-the-spot investigation and data collection,the relevant parameters are determined and substituted into the model to obtain the optimal solution of the location of emergency facilities for the transportation of dangerous goods in a certain Railway Administration Group Co.,Ltd.and verify the accuracy of the model to provide decision-making reference for the location of emergency facilities for railway dangerous goods transportation.The research shows that the model established in this paper can effectively solve the construction problem of the location and layout network of emergency facilities for railway dangerous goods transportation under uncertain demand,and can ensure that the location decision has good robustness.Decision makers can determine the optimal location scheme according to their conservative degree,risks caused by uncertain factors and reality,which provides a scientific and theoretical basis for railway transport enterprises to select the location of emergency facilities for dangerous goods transportation. |
