Because of its high safety and large transport capacity, the Yangtze River is the main channel of transportation of dangerous-goods in domestic. However, dangerous goods are dynamic hazards, different from the other goods. Dangerous accidents may happen at each link and bring serious consequences during their packaging, storage and transportation. The uncertainty of dangerous-goods accidents in transportation makes any point may be an accident point in the Yangtze River. The demands originating from countless and consecutive points to obtain rescue services of the emergency centers constitute the’route-like demands’of entire waterway of the Yangtze River for rescue services of emergency centers. To set up emergency centers of dangerous goods scientifically and reasonably is an important part to strengthen the preparation of emergency management and improve the ability of emergency services. The emergency centers can not only be timely and effective way to deal with dangerous goods accidents, but also can save life and property losses immensely. The location problem of emergency centers is mainly to confirm the numbers and addresses of emergency centers to cover all dangerous points completely in the Yangtze River, meanwhile to achieve the goal of minimum cost. This is also the core content in this paper.The paper analyzes the distribution rule of dangerous-goods shipping accidents and summarizes the achievements and shortcomings of the emergency work in combination with the current situation of dangerous-goods transportation accidents in waterway of the Yangtze River. According to the location theory of emergency center, the writer builds a mathematical model with the minimum total cost to site selection to realize the goal of coverage the waterway of the Yangtze River completely and uses LINGO software to develop algorithms to solve the model. All these are based on the route-like demands of rescue services for emergency centers which are needed by dangerous-goods shipping in waterway of the Yangtze River. In the end, the paper gives the optimal location decision of dangerous-goods emergency centers in waterway of the Yangtze River. Besides, the writer also prove the rationality of location decision from the average arrival time of rescue shipping, dangerous-goods volume and the risk level of water area three aspects.The results prove that the location model and algorithm can be used to set up dangerous-goods emergency centers scientifically with the minimum total cost in waterway of the Yangtze River. Analyzing the results, we can know that the average arrival time of rescue shipping is reasonable to reflect the features of accident emergency. This paper’s research can provide a decisive gist to site selection of dangerous-goods emergency centers and initially forms a rescue plan to deal with dangerous-goods shipping accident which caused by many risk factors in waterway of the Yangtze River.
