Study On The Reform Of Construction Project Approval System In Qiqihar City

Since the new era,our country economic development has entered a new normal,the focus of development has shifted from rapid growth to improving the quality of development.With the deepening of reform and the upgrading and transformation of social and economic structure,the types of engineering construction projects have become more extensive.But the problems such as complicated and time-consuming project approval procedures,inconsistent administrative standards,and imperfect mechanisms have gradually become prominent,restricting the promotion of infrastructure construction and posing new challenges to the government’s management capacity and efficiency.Therefore,the reform of the administrative approval system is one of the key links for the effective transformation of government functions,and it is also an important part of optimizing the business environment.Qiqihar,as the second largest city in Heilongjiang Province and one of the equipment industry bases,has many engineering construction projects.Qiqihar City actively responded to the call of the state and adopted a series of reform measures,including establishing simplified approval procedures,implementing "one window" service,applying digital approval platform,implementing the "manual system approval" system,and constantly promoting the reform of the approval system for engineering construction projects.Some results have been achieved in improving the application management system,reducing the institutional cost of enterprises and enhancing the sense of public gain.In this paper,Qiqihar City is selected as the research object,and the current situation,progress and effectiveness of the reform of the approval system of engineering construction projects are analyzed by combining the service-oriented government theory and the government process reengineering theory.It is found that there are still some problems in the reform of the approval system of construction projects in Qiqihar City,such as inadequate implementation of the system,inconsistent management and execution,imperfect information construction and unreasonable personnel allocation,etc.After detailed analysis and sufficient comparison,drawing on the experience of the reform of the approval system of construction projects in advanced regions and cities,The paper puts forward four optimization suggestions on promoting the improvement of the whole process,strengthening the construction of the information platform,strengthening the supervision of matters,and improving the service level,hoping to make Qiqihar a benchmark city for the reform of the approval system of engineering construction projects,and provide ideas and experience for the reform of the approval system of engineering construction projects in other fourth-and fifth-tier cities and regions.
