Study On The Problems And Countermeasures Of Administrative Examination And Approval Of General Social Investment Construction Projects In Chongqing

Administrative examination and approval of construction projects is one of the important ways to supervise construction projects in China.In recent years,the reform of "streamlining administration and delegating power and optimizing examination and approval" has been carried out all over the country,but there are still many deficiencies and defects in the current system and process of administrative examination and approval.The current land use formalities construction projects from start to completion inspection and acceptance stage,government departments including the homeland,is built appoint,planning,civil air defense,such as more than ten government departments,the examination and approval department is numerous,not only make people handle affairs,also caused a lot of administrative examination and approval procedure complex,for a long time,standard of examination and approval,etc.,reform of administrative examination and approval is still not complete,lack of regulation,The system is not perfect,the "department-oriented" thought of administrative examination and approval personnel has not been improved,and the service consciousness is not in place.All these have worsened the investment environment,blocked the economic vitality,and destroyed the image of service-oriented government,which will not only hinder the fair allocation of social resources,but also affect the normal operation of the basic function of market mechanism.In this paper,based on the status quo of administrative approval of general social investment project construction projects in Chongqing,literature analysis method and interview method are adopted to summarize the problems existing in the administrative approval of general social investment project construction projects in Chongqing and analyze the reasons.On the basis of the theory of new public service theory,the overall government,government process reengineering theory,deepen the reform of the institutions,perfect the supervision system of administrative examination and approval,the strict rewards and punishment mechanism,strengthen the service consciousness,improve the government affairs platform construction,the reasonable process of examination and approval reform of administrative examination and approval of the general social investment engineering construction projects in Chongqing problems put forward countermeasures and Suggestions.In this paper,the general social investment construction projects in Chongqing administrative examination and approval of the study,expect to further optimize the present status of the general social investment in engineering construction projects of administrative examination and approval,strengthening government personnel for examination and approval of the overall quality and ability to execute,improve the efficiency of urban construction all the administrative department for examination and approval system,to strengthen the governance ability of the government departments,Further promote the modernization of Chongqing construction project management system,improve the public image of the government,public service capacity.Efficient government administrative examination and approval can speed up the construction time of construction projects,shorten the cycle of capital withdrawal of enterprises,reduce the administrative and construction costs of enterprises,and further optimize the business environment in Chongqing.
