Research On The Reform Of Administrative Examination And Approval System For Construction Projects In Ouhai District, Wenzhou City

In recent years,with the continuous promotion of "release,management and service" reform in China,various parts of the country have carried out research on the reform of the administrative examination and approval system.Although there are some excellent reform cases,the long examination and approval period and the difficulty in promoting the reform still hinder the reform process,which not only affects the improvement of the government's administrative efficiency,but also affects the establishment of the government's credibility.To comprehensively promote the reform of administrative examination and approval system,improve the efficiency of engineering construction project approval,and then optimize the business environment,has become the focus of local governments in recent years,and has become a social hot spot throughout the country.This paper studies the reform of administrative examination and approval system of construction projects in Ouhai District.It mainly adopts the methods of literature analysis,questionnaire survey,comparative analysis and case analysis.After reading the relevant research literature at home and abroad and collecting the relevant materials of approval reform in Ouhai District over the years,combined with the investigation in practical work,this paper analyzes the reform situation,existing problems and problems of Ouhai District The reasons are analyzed and the countermeasures are put forward.The paper is divided into seven parts: the first part introduces the research background,purpose and significance,the main contents and methods of the research;the second part describes the related concepts and theoretical basis of the reform of the administrative approval system of construction projects.The related concepts include engineering construction projects,administrative examination and approval system of engineering construction projects,and the theoretical basis includes new public management theory and holistic government theory;the third part introduces the reform of administrative approval system of engineering construction projects in Ouhai District,that is,Ouhai District has deepened the reform of "four lists and one network",implemented the "one window through one office" and optimized the examination The approval process,the establishment of supervision and management system for administrative examination and approval of engineering construction projects,and the creation of a "online service" platform with full coverage of approval items have achieved good social evaluation,optimized business environment,basically formed the standardization of government service,and obvious transformation of digital government affairs.Taking Ouhai branch of Wenzhou natural resources and Planning Bureau and Ouhai District Housing and Urban Rural Development Bureau as cases,this paper introduces the measures taken by the construction competent department of Ouhai District in this round of reform and the results achieved;the fourth part,through the analysis of the questionnaire,analyzes the problems existing in the reform,including some reform systems are not implemented,mere formality,the reform goal is not In the fifth part,combined with the questionnaire and administrative examination and approval work in Ouhai District,the reasons are analyzed,including the current team strength is not enough to support the reform requirements,the project construction administrative approval management and supervision mechanism is not perfect,and the reform effect evaluation There are five main reasons for the imperfection of the evaluation mechanism,the insufficient public participation in the reform process,and the difficulty to break the fixed pattern of interests.The sixth part introduces the advanced experience and enlightenment at home and abroad,including the domestic reform mode of "administrative examination and approval bureau" in Wuxi City,the reform mode of "multi regulatory integration" in Xiamen City,and the advanced experience of the United States and the United Kingdom.The seventh part,aiming at the problems and reasons of Ouhai District,puts forward six countermeasures and suggestions.The first is to deepen the supervision and management system of administrative examination and approval of engineering construction projects;the second is to establish a scientific reform and evaluation mechanism;the third is to improve the relevant laws and regulations;the fourth is to strengthen the construction of government service standardization system;the fifth is to strengthen the intelligent construction of examination and approval service;the sixth is to strengthen the team construction and improve the overall quality of the team.
