Study On The Reform Of The Administrative Examination And Approval System For Water Conservancy Level In The Context Of Relatively Centralized Administrative Approval

The administrative examination and approval system is an important measure to regulate market activities.It plays a critical role in protecting citizens’ basic interests by stabilizing market order and economic activities.Over the past 20 years,the reform of government examination and approval system has been being advanced further in a systematic way,which is an embodiment of modernizing national governance system and capacity.While China’s reform has reached a critical point and entered a deep water zone,the reform of relatively centered examination and approval power has become a typical reform mode,which has made some achievements in optimizing examination and approval items and procedures and improving its efficiency.However,the reform mode,as a new-birth,still need advancing and improving in governance philosophy and implement subjects and service effects,etc.With water conservancy being a crucial factor for ensuring the development of economy and society and building of ecological civilization,the reform of government examination and approval system concerning water conservancy bares great importance in improving the efficiency and quality of government examination and approval system in water conservancy,thus,further stimulating vitality and creativity of the whole market and society.In this paper,we propose to study the status quo of the reform of government examination and approval system in water conservancy in Liaocheng City and its reform contexts and significance and achievements,and further analyze its defects and causes.To improve the validity and feasibility of conclusions we arrive at,we are equipped with both theories and methods,theories like new public administration theory and quality management theory,methods like interview and investigation method and literature research method and comparative analysis method and case study method.Based on research conclusions above and characteristics of water conservancy itself,we think the reform of government examination and approval system in water conservancy in Liaocheng City should be improved and deepened in these aspects:Using quality management theory to Improve the service of examination and approval bureau and tighten its regulation.Taking as guidance to examination and approval reform the quality management theory and new management and service theory.Advancing the regulation mechanism of administrative examination and approval according to demands of new public management and service.Balancing the relationship between market and government and adopting the mechanism of third-party evaluation for examination and approval items and standardizing the procedures.Improving the mechanism of third-party evaluation for examination and approval items and the building of third-party evaluation platforms and deepening reform.Pursuing standardization and normalization when adopting new examination and approval procedures to improve its efficiency in terms of quality management.
