| With domestic hydrogen energy industry heating up,hydrogen refueling stations have attracted widespread attention as the central link in the utilization and development of hydrogen energy.Compared with traditional energy sources,the hydrogen has the characteristics of low ignition point,wide explosion range and large diffusion coefficient.However,the hydrogen refueling station is used as a storage place for high-pressure hydrogen.Once an accident occurs,it will cause serious consequences.At present,our country’s hydrogen refueling station safety work has just started,and many things are still in the exploratory stage.On the one hand,the identification of hazards has not yet been standardized,identification methods and measurement standards have not been unified.On the other hand,various existing assessment methods have certain shortcomings and lack a risk assessment system for hydrogen refueling stations.In view of this,this paper has established a set of hazard identification method guidelines and risk assessment methods applicable for different types and stages of hydrogen refueling stations,so as to achieve continuous improvement of the safety level of hydrogen refueling stations.Firstly,the equipment and technological process of hydrogen refueling stations were investigated and studied,and the characteristics and differences of different types of hydrogen refueling stations were compared and analyzed.A statistical analysis of 44 typical accidents occurred in hydrogen refueling stations from 2004 to 2020 was carried out in terms of the cause and location of the accident,and the main factors affecting the risk level of hydrogen refueling stations were studied.Comparative analysis of domestic and foreign mainstream hazard source identification methods,and proposed to use Bayesian network(BN)to screen high-risk areas around hydrogen refueling stations,and determine appropriate identification methods according to different hydrogen refueling station engineering stages and hydrogen production locations to form hydrogen refueling stations Guidelines for identification methods of hazards.Secondly,The safety barriers of hydrogen refueling stations are divided into three categories: personnel barriers,equipment barriers,and management barriers.Key risk assessment indicators are extracted respectively,including 69 technical barrier indicators,4 personnel barrier indicators,and 8 management barrier indicators.The Analytic Network Process(ANP)is used to consider the intrinsic relationship of the indicators and determine the weight of the indicators.According to the standard specifications and the actual situations of the hydrogen refueling station,144 specific evaluation rules for barrier indicators at various levels have been formulated,and a comprehensive risk assessment model has been established to form a risk assessment system for hydrogen refueling stations..Finally,apply the established hydrogen refueling station risk assessment methods to evaluate the safety status of a hydrogen refueling station and propose measures to verify the reasonable feasibility of the evaluation system. |
