Research On Emergency Linkage Disposal Of Sudden Power Safety Incidents In Chongqin

The report of the 20 th CPC National Congress pointed out that it is necessary to promote the modernization of the national security system and capabilities,emphasize the establishment of a framework for large-scale security and emergency response,improve the level of public security governance,promote special rectification of production safety risks,and improve the ability to prevent and reduce disasters and provide relief and the handling and guarantee of major public emergencies.Electric power security is related to the people’s livelihood of society,the lifeline of the national economy,and is an important part of public security.Frequent natural disasters,weak power grid structure,many hidden equipment dangers,and heavy engineering tasks are the huge problems faced by Chongqing’s power security,and these factors are very easy to cause power security incidents.If the government,enterprises and society are linked with each other after the power safety incident,the disposal efficiency will be greatly improved and the impact of the incident will be reduced,so the emergency handling research of power safety incidents is of great significance to improve the level of public safety governance in Chongqing.This paper uses emergency management theory,combined with some perspectives of risk management theory,and deconstructs and analyzes the response measures for power safety emergencies in Chongqing through in-depth study of specific cases.Firstly,the relevant theories and concepts of sudden power safety incidents are started,which provides the basic understanding and theoretical basis for the analysis of the current situation later.Secondly,according to the management process of emergency management before,during and after the event,the main practices of Chongqing in dealing with power safety incidents are summarized,and it is found that Chongqing still has shortcomings in the emergency handling of power safety incidents.Then,by excavating the specific performance of emergency handling of power safety incidents,the emergency management theory is used to analyze the causes of problems.Finally,through the analysis and thinking of five aspects,including organizational system,responsibility implementation,disposal force,emergency plan,and comprehensive support,suggestions are put forward to improve the efficiency of emergency linkage and handling,such as optimizing the organizational command system,improving the assessment and incentive mechanism,improving the connection of emergency plans,and promoting the sharing of emergency materials.
