Since ancient times,Jiangsu has been a land of plenty and a land of plenty.Water is not only the root of Jiangsu’s economy but also the source of its culture.At this stage,water environments such as rivers and lakes are closely related to and inseparable from the actual interests of the people,during his visit to Jiangsu Province,President Xi also said that in the new Jiangsu Province,the new in Wuxi led the country in the field of river and Lake Control,and also provided practical advice and suggestions for other regions,an innovative policy of water environmental management has been pioneered,with local heads serving as river chiefs,who are directly responsible for the interception of pollution and water environmental treatment of the waters under their jurisdiction.After nearly a decade of trial and error in river regulation,Jiangsu has found its own way in water control.The successful exploration of this innovative approach to water management demonstrated the feasibility of this innovative policy,and the success of the local exploration led the State Council to also draw on the implementable parts of this policy,and by the end of 2016,issued by the General Office of the “River System on the full implementation of the views”(hereinafter referred to as the “Views”).After the implementation of this policy by the Central Government and the implementation of it throughout the country,the “River Mayor System”has been changed from the initial pilot in individual regions to the full implementation in 31 provinces and municipalities throughout the country,of which 29 provinces have consolidated and improved the river mayor system,it gradually extended its management system to the most basic level of the village,the community level,and set up at the study of these scholars and experts is mostly from the macro-level,and the micro-level of a certain region or even towns is not much involved.However,in the reality of being at the grass-roots level,with the progress and development of society,many problems encountered in the practice of the system of river chiefs at the grass-roots level are often different from those at the upper level,issues such as the operational situation of “Hot on top and cold on bottom”,“One-size-fits-all”decision-making on governance,and selective solutions to problems that are not important,and a single governance mechanism,rigid assessment mechanism,the chronic illness of the administrative system,the river system is not sound and so on.The work of river regulation at the grass-roots level started late,and because of the complexity of the environment in which it is located,the problems are constantly escalating.River regulation is not just a simple task of regulation,in essence,it is also the challenge that the authority of the street government faces in the real work.Winning this environmental protection battle will have a double effect on establishing the authority of the government,shaping the image of the government and building the credibility of the government.So,how can we break through this “Last kilometer”in river regulation?Turning a blind eye to the problems encountered in grass-roots governance will cause no small difficulties in the promotion and popularization of the river-long system.Many water environmental problems can not be cured,and sometimes even affect the living order of the surrounding residents,the management of ecological environment and the improvement of people’s life quality make this series of problems need to be solved urgently.The author has been engaged in work related to water environment for nearly two years.During this period,it is obvious that the frequency of problems in the implementation of the “Long River System” at the grass-roots level has been increasing year by year.Therefore,in the author’s paper this time,based on the actual work experience,the choice of the “Grass-roots River System of the
