Research On Assessment And Optimization Of Procurement Management Of Self-supplying Materials For Intercity Rail Construction Project

Relying on the background of the continuous advancement of urbanization,the intercity rail construction project,as an important way to ease the pressure on urban traffic,has gradually received great attention from the government.Among them,whether or not the material procurement management of the intercity rail project is carried out effectively will directly affect the project’s safety,quality,and progress,which is of great relevance for enhancing the project’s quality and fostering the project’s steady development.However,at this point,China’s intercity rail project self-supplying material procurement is still in its infancy and lacks a flawless evaluation index system,making it challenging to develop a focused plan and a clear implementation strategy for improving material procurement management.Therefore,it is necessary to construct an evaluation index system for the self-supplying material procurement management of intercity rail project,logically analyze the existing problems and formulate optimization countermeasures.Using this as a foundation,this paper studies the procurement management evaluation of self-supplying material in intercity rail projects from the perspective of the project’s constructing unit.It does this by identifying the core category and main category through three-level coding by grounded theory,and it then constructs the procurement evaluation system and three-level indexes of self-supplying material in intercity rail projects using the PSR model and Kendall synergy coefficient.The combined weight of the evaluation index is then calculated using the G1 weighing method,the structural entropy weight method,and the minimum information entropy principle.Finally,taking Project A of an intercity rail constructing unit in Guangdong Province as an example,the established evaluation index system and the use process of its weight are displayed,the comprehensive evaluation value of the evaluation index for the procurement management of project A’s self-supplying material is determined,and the optimization plan for the procurement of project A’s self-supplying material is given.Through the evaluation of the procurement management index of project A,it can be seen that the total score of project A is 5.51,and the overall management level is medium.Among the first-level index,management measures have greater problems than objective limitations and enterprise system dimensions,with a score of 4.18 and a poor rating.According to further detailed analysis,it is found that the four aspects of bidding qualification review,bidding price limit setting,the formation of evaluation experts and supplier management have had a great negative impact,and all of them belong to the lowest evaluation level.Therefore,this paper proposes strategies to set up plans according to the actual situation,strengthen the management and training of bid evaluation experts,and build a credit evaluation management mechanism to solve the existing problems at this stage,so as to improve the management level of the procurement of self-supplying material.The evaluation index system and optimization strategies for the procurement management of self-supplying material proposed in this study can serve as a reference for the procurement management of self-supplying material for intercity rail project in other regions,making it possible to conduct research in a more scientific and rigorous manner.
