Public Perception And Policy Revelation Ofemergency Infrastructure Projects Base Onsentiment Analysis

The World Bank refers to emergency,urgent,and unanticipated infrastructure projects initiated in response to emergencies as emergency infrastructure projects.Emergency infrastructure projects have become the critical to responding to emergencies.Perceived efficacy expresses the public’s perceived effectiveness of the systems and policies adopted by the government.Under emergency events,the dissatisfied public statements about EIP are highly likely to cause online public opinion,leading to problems such as loss of government trust and low perceived project efficacy.Therefore,it is necessary to analyze public sentiment through network data under unexpected events,and study the focus of attention and the pattern of sentiment change in public discussion topics.This study takes the emergency infrastructure projects as the background,and is based on affective event theory,perceived efficacy theory and psychological distance theory.Python data mining and sentiment analysis are used to analyze the Internet sentiment data represented by Weibo platform in emergency events.To obtain the regularity of public sentiment evolution towards emergency infrastructure projects.In this study,491,149 Weibo platform comment data were collected from five regions:Hubei province(with Wuhan city data as the main focus),Hebei province,Jilin province,Shandong province,and Shanghai city.Based on the analysis of sentiment characteristics,the data were analyzed for sentiment patterns by time,project type and by region.The study found that the level of public interaction with emergency infrastructure projects increases significantly during emergencies,and that the higher the level of public concern,the more interaction is created.The public’s sentiment characteristics also show regular changes,with the public perceiving higher efficacy and positive sentiment patterns for emergency infrastructure projects such as the new Leishenshan Hospital,Huoshenshan Hospital,and Fangcang Hospital and their effective response policies,however,the public’s perceived efficacy for specific events or certain management problems during the construction and use cycles of emergency infrastructure projects is low,showing a negative sentiment characteristic.In addition,for the accuracy of the study,this study conducted an empirical study on the relationship between the level of public interaction,psychological distance and perceived efficacy by selecting the highly representative Wuhan Leishenshan Hospital as the research project and using a face-to-face questionnaire collection method,a total of 337 valid questionnaires were collected.The data and models were also analyzed by using SPSS and AMOS software for structural equation models.The study found that the interaction between the public and the government directly affect the public’s psychological distance and perceived efficacy,the public’s psychological distance to EIP directly affects the public’s perceived efficacy,and the public psychological distance regarding EIP plays a mediates role between interaction and perceived efficacy.These findings provide theoretical support for scientific policy recommendations for emergency infrastructure projects.Finally,based on the study results,recommendations are made from four aspects:government,project construction and management,media,and the public,to improve the public’s perceived efficacy of emergency infrastructure projects.For example,at the government level,emergency management safeguard mechanisms should be improved,and open information sharing and public participation and supervision should be strengthened;project construction and management level,to conscientiously implement the relevant national policies,fully explore and improve their own problems;media level,to actively guide and do a good job in screening and detecting false information;public level,they should establish a sense of the big situation,actively participate in project governance and supervision,and at the same time focus on learning about emergency management science and technology.Through the above methods,it is conducive to the relevant government departments to better understand public willingness,timely and comprehensive understanding of public sentiment evolution regulation.It is beneficial for the government to provide refined services and management,and effectively improve the quality of administrative decisions,and optimizing the administrative operation process,improving the efficiency of social governance,and promoting the scientific way of social governance.It is important for the sustainable development of infrastructure projects and the realization of the modernization of social governance mode.The paper has 50 figures,16 tables,and 231 references.
