Urban rail transit plays an important role in the urban public transit system, given the advantages including the large traffic volume, high efficiency, as well as low levels of energy consumption and delays. Nevertheless, since the complicated network structure, highly intensive transit and enclosed space on itself, great negative impacts on the system of urban public transit will be caused due to equipment failures, fire accidents, terrorist attacks, natural disasters and more on the trains. Emergency events will interrupt the local rail transit network, then contribute to massive passenger delays even the normal operation of over ground transportation. Those adverse and large-scale effects indicate that emergencies yielded by the urban rail transit are essential targets to be dealt with by the sector of urban emergency administration. Wherein applying buses to evacuate massive stranded passengers over ground could be effective way to maintain the normal operation of urban passenger transit system.Based on previous research in both China and other countries, the present study refers to the intensity of public transport emergency of each bus station, builds the site selection model of emergency relief’parking point’, then develops appropriate strategies on public transport emergency scheduling. Specifically, they are:First, the present study introduces the status quo of urban rail transit in China, as well as the development of urban emergency administration in urban rail transit. Then a critical review is conducted on the cases of public transport emergency scheduling when emergency events occurred in urban rail transit in both China and other countries. Continuously, justifications and potential implications on the research of public transport emergency scheduling are given.Second, the definition of emergency events in urban rail transit is proposed in the aspects of characters and classifications. Then theories on the public transport emergency scheduling under the emergency events in urban rail transit are summarized, proposing that the immediate application of buses to evacuate massive stranded passengers over ground is necessary once the emergency events happen, and it is important to analyze the public transport emergency scheduling in the perspective of event chain. Then stratifying responsible areas of public transport emergency scheduling based on the rail transit network, and proposing basic strategies of the emergency scheduling.Third, for each bus station, the transfer categories, location, as well as station classification are different, contributing to different intensity of public transport emergency, which in turn have obvious impacts on the strategies of scheduling. Thus on the basis of passenger flow volume that we figures out practically, self-organizing map is employed to classify those bus stations, then the clustering center of each category is used to represent the intensity of public transport emergency. Finally the value of intensity of public transport emergency in each bus station is calculated by integrating three factors of affecting the public transport emergency scheduling.Finally, the public transport emergency scheduling is effectively gathering buses in each ’parking point’, and reaching at accident station as quickly as possible to evacuate massive stranded passengers. Strategies on scheduling public transport to accident station are developed through using the P-central, P-median and Maximum Covering Models of site selection, and taking advantage of MATLAB approach. The present research therefore studies cases of evidence based on rail transit in Beijing, China, develops appropriate strategies on public transport emergency scheduling and undertakes comparative analysis on different scheduling approaches. Suggestions on development and potential limitations are also summarized.
