As a unit of the city,the community infrastructure plays an extremely important role in the last mile of the city's lifeline entering thousands of households.Among them,underground pipelines,as an important part of community infrastructure,play an important role in people's livelihood.Therefore,this paper starts from the underground pipeline of community infrastructure and studies how to carry out better emergency response when there is an underground pipeline emergency.There are various types of underground pipelines,and the laying of the packing is complicated,and there are many possibilities of coupling,which causes the accidents to be complicated,the development process is complicated,and it is easy to cause secondary accidents.Therefore,this paper firstly understands the differences in emergency response of community infrastructure at home and abroad based on the literature,as well as the characteristics of emergency management and current deficiencies.Secondly,through the analysis and statistics of underground pipeline emergency events in the underground pipeline accident management system database from 2000 to 2018,including statistical analysis of regional accident classification,accident type analysis,pipeline category analysis and cause analysis of accidents,for the current China The pipeline emergency has a more specific understanding.Established the Beijing Underground Pipeline Emergency Plan,FEMA(United States Federal Emergency Management Agency)TCL(General Task List)and UTL(Target Capability List)as sources of information to establish the four elements of the subject,theme,task and resources,and Based on the hierarchical network model,a comprehensive emergency model of underground pipelines is constructed.The model regards the underground pipeline as a whole as a composite risk source,rather than a single type of risk source,providing certain guidance and direction for the future underground pipeline emergency disposal work in China.Finally,through the collaborative analysis of emergency response,reasonable and effective method recommendations are proposed,and emergency situations of multiple types of pipelines that require multi-sector coordination and coordination can be effectively disposed.
