In multi-project management,Managing Contractor needs to handle the balance of limited resources and resource allocation among multiple projects;otherwise,there will be resource conflicts caused by multiple projects competing for one or more resources.In this paper,first of all,the background of the generation of multi-project management.Multi-project resource management aims to solve the resource conflict between projects by optimizing and allocating relatively limited resources,so as to promote the successful completion of each project and achieve the overall goal of the general contracting project.At present,the main problems in multi-project resource management are embodied in the rationality of the organizational structure that affects the allocation of multi-project resources,the coordination and sharing of resources among multiple projects,and the scientific allocation of multi-project resources.Secondly,some problems in the current general contracting management,such as the lack of intelligence caused by subcontractors to ignore the overall benefits of the projects,and delays in the construction period of subcontractors,which lead to the advantage of overall coordination in general contracting management can not play.The advantages and disadvantages of the current genetic algorithm in solving the problem of multi-resource balance are analyzed based on the mode of project general control management and the means of modern information technology through the following process: 1)collecting,processing,and transmitting construction project information;2)using the relevant processed information flow to guide and control the material flow in the project construction process;3)conducting planning,control and coordination on the Managing Contractor of the projects.Due to the different completion times of multiple projects,the genetic algorithm based on the elite retention strategy is prone to violate the time limit.Therefore,a genetic algorithm after secondary correction is proposed to perfectly solve the problem of violating time logic in the multi-project resource balance.PSPLIB is selected to test the examples in the problem database,which verifies the reliability and stability of the second corrected genetic algorithm.Finally,the case of "Aid the construction of the Center for Disease Control and Prevention of the K country in Africa--the construction project of the Health Surveillance and Inspection Center is selected to be verified,which proved that the use of general control management methods can well solve the management problems of multiple projects and multiple resources under the general contract conditions.The genetic algorithm after secondary correction based on the elite retention strategy can perfectly solve the problem of ensuring the balance of resource supply and resource demand under the condition of many professional subcontractors and multiple single buildings needing to be constructed at the same time.
