Multi-projects in construction engineering have many characteristics, includinghuge investment, long term, complex execution procedure, many participators andhuge consumption of resources. These characteristics make multi-project managementmore complex and difficult. Multi-project resource management is the importantguaranty for construction enterprise to realize the goals of multi-project management.Therefore, in order to help construction enterprise manage resources in multi-projectmore effectively, the paper combines theoretical analysis with application example toresearch comprehensively and thoroughly the problems in multi-project resourcemanagement.Firstly, the paper analyzed the effects of organizational structure on multi-projectresource management. It emphasizesd that a reasonable organization structure canpromote the success of management. Based on analyzing the requirement of mul-ti-project resource management on organizational structure, the author proposed aimproved organizational structure for specific project case and utilized timeliness en-tropy, quality entropy and changing entropy to evaluate the order degree of organiza-tional structure. The results shows that the improved organizational structure has bet-ter order degree than previous organizational structure, it can better meet requirementsof management.Then, in order to reduce the conflicts among multi-projects executed by juxtapo-sition and improve the efficiency of resource allocation, the paper built a mathemati-cal model with the target that the fluctuation of the resource consumption intensity isthe least in multi-projects executed by juxtaposition. The author also used genetic al- gorithm and special project data to solve the model. The results show that the methodcan help enterprise achieve the balanced allocation of resources.Later, the paper applied harmony theory to multi-project resource management,explored the major factors of harmony management by survey visit and data analysis,and built the operation model for the harmony management of resources based on themajor factors. At the same time, the paper explained in detail the management methodthat enterprise manages multi-project resources from three aspects including the iden-tification of harmonious theme, the dynamic role and optimization of harmony man-agement and the coupling of harmony management.Lastly, based on the harmony management of multi-project resource manage-ment, the paper established the evaluation system and the level definition model ofharmonious degree for resource management based on the operation model for theharmony management of resources, and used harmonious degree to evaluate the ef-fects of management. The author applied the method to special project case, usedrough set theory to determine the weights of evaluation indexes, and calculated thevalue of harmonious degree based on the management entropy theory. The paper alsodiscussed the results; it shows that the method proposed by the author is scientific andeffective.The research of this article provided theory reference and methodological guid-ance for construction enterprises’ multi-project resource management. It has an im-portant theoretic significance and practical values.
