| Most of the existing reservoirs in China were built in the middle of last century.Due to technical and management problems,most reservoirs have low design standards,improper maintenance and management,serious engineering aging and so on.The task of danger removal and reinforcement of dangerous reservoirs is very heavy.In recent years,the state has increased the investment in danger removal and reinforcement of old reservoirs.However,due to the various processes of danger removal and reinforcement and large investment,whether it can produce actual benefits after treatment has become the focus of attention of all social parties.It is urgent to make a reasonable evaluation of the comprehensive benefits after the implementation of reservoir danger removal and reinforcement project qualitatively and quantitatively.In2017,Henan Province took the lead in implementing the code for post evaluation of dangerous reservoir reinforcement projects(DB41/T 1390-2017),which provides a certain reference for the post evaluation of large,medium and small reservoir reinforcement projects invested and subsidized by the government.However,there are deficiencies in relevant indicators on the comprehensive benefits of dangerous reservoir reinforcement.Therefore,Building a scientific and reasonable comprehensive benefit evaluation system of reservoir risk removal and reinforcement project has important research significance.Based on this,this paper mainly carries out the following research:Firstly,this paper explores the research progress of the theory of construction management and the practice of construction technology in the field of reservoir risk removal and reinforcement in China.On the basis of describing the relevant measures,process flow and main characteristics of reservoir risk removal and reinforcement,this paper combs the research hotspots in the field of risk removal and reinforcement in recent years and the basic content of post evaluation of engineering comprehensive benefits,and puts forward The comprehensive benefit evaluation of the risk elimination and reinforcement project is carried out in the three directions of social benefit and environmental benefit,which lays a foundation for the research on the post evaluation of the comprehensive benefit of the risk elimination and reinforcement project.Secondly,combined with the engineering characteristics of reservoir danger removal and reinforcement,the evaluation index system is constructed.Clarify the basic ideas and principles for the selection of post comprehensive benefit evaluation indicators,divide the evaluation system by three levels: target level,criterion level and index level,take different project comprehensive benefits as the main basis for the establishment of criterion level,and study the benefits generated after the completion of the project to determine each specific evaluation index,The index screening information is collected by establishing a questionnaire in order to complete the scientific construction of the evaluation system.Thirdly,the post evaluation model of comprehensive benefits of dangerous reservoir reinforcement is constructed by using relevant theories.Firstly,it defines the construction idea of the post evaluation model for the comprehensive benefits of danger removal and reinforcement of dangerous reservoirs,then introduces the calculation methods that can be used for the subjective and objective weights of indicators,and decides to use the analytic hierarchy process(AHP)to determine the subjective weight and the entropy weight method to determine the objective weight,and then fuse the weights through game theory,To determine the combination weight;With the help of relevant knowledge of cloud model theory,a comprehensive evaluation cloud map for the benefit of danger removal and reinforcement of dangerous reservoirs is constructed.Finally,taking Jinchangping reservoir reinforcement project in Zhijiang County as an example,an empirical study is carried out.The results show that the Comprehensive Benefit Post Evaluation Model of dangerous reservoir reinforcement project established in this paper can accurately reflect the post project benefit of the project,and is scientific and feasible. |
