Investment Control In Danger Removal And Reinforcement Project Of Zibo Small Reservoirs

There are 161 small reservoirs in Zibo city. Because they have operated for many years and been Lack of maintenance, most reservoirs have potential safety hazards. To eliminate hidden dangers in reservoirs, the danger removal and reinforcement project of 100 reservoirs has been implemented since 2008 in Zibo and resulted in good benefits. And starting in 2015, Zibo city has designed and finished the danger removal and reinforcement project of 45 small (type 2) reservoirs. According to the practice, danger removal and reinforcement project can succeed and achieve the desired effect, investment control plays a decisive role. In order to carry out Reinforcement project successfully, it is necessary to summarize and analyze investment control in the existing project. This can provide reference and guidance for the future reinforcement project.In this paper, the research of investment control of implemented danger removal and reinforcement project since 2008 in Zibo. By referring to the experience of domestic and foreign related engineering investment control and combined with the typical cases of Zibo City, we deeply analyze the influence factors and control methods of investment control, revealing the experience and problems. According to the reasons of the problem analysis, the countermeasures are put forward. Through the research, the conclusions are as follows:Firstly, Investment control must run through in the whole water conservancy construction project all the time. And we must focus on the two key links in the Investment control, i.e., investment decision and design stages.Secondly, in order to make satisfactory results, we should systematically standardize organization management and strengthen active control. In the government level, in order to standard investment control behavior in terms of governmental system, the issue of the relational laws and regulations must be further speed up. And we will further rationalize duties of relational department especially the responsibilities of investment control. As the responsible water conservation department, we must pay closer attention to the investment control in the design stage, based on the existing matured programs and techniques. As the design institute, we will further strengthen trade self-discipline, improve our design level, and give equal attention to investment control and optimization technique.
