Abstract/Summary:
As the end stage of the entire life cycle of engineering projects,engineering retirement has gradually become an effective means to solve the operational problems of old or dangerous projects in the context of high-quality social and economic development.Engineering retirement evaluation,as an important part of solving engineering retirement decision-making problems,helps to reasonably determine the value of engineering and achieve the reuse of engineering,and has become a research hotspot in the field of engineering management in recent years.The retirement of reservoirs is a typical engineering retirement issue.Due to the influence of historical background,technical conditions,and operating years,the number of old and dangerous reservoirs in China has been increasing year by year.As a technical means to solve the problem of old and dangerous reservoirs,risk removal and reinforcement still have certain limitations in terms of applicability and engineering value for different reservoirs.Therefore,conducting retirement assessment of old and dangerous reservoirs from the perspective of engineering value has important theoretical and practical significance.The old and dangerous reservoirs were taken as the object in this study,the concept of "non value for money" was proposed from the perspective of engineering value,the decision-making and evaluation process for the retirement of old and dangerous reservoirs was analyzed,the retirement evaluation framework for old and dangerous reservoirs was proposed based on "non value for money",and the cost calculation model from the perspective of the life cycle and the comprehensive benefit calculation model from the economic,social,and ecological perspectives were constructed.An old and dangerous reservoir was selected for empirical research.The main research results are as follows:(1)From the perspective of engineering value,the relationship between "value" and"money" under the value theory was defined.Based on this,the concept connotation and judgment method of "non value for money" were elaborated,and the application characteristic of "non value for money" in the engineering field was clarified.Then,the evaluation framework of old and dangerous reservoirs’ retirement based on "non value for money" was proposed,and the evaluation system of old and dangerous reservoirs’ retirement based on non value for money was established.(2)The cost-benefit analysis method was used in this paper,from the perspective of the whole life cycle,the costs of the old and dangerous reservoir reinforcement in the four stages of decision-making,preparation,construction,operation and maintenance were calculated,and the whole life cycle cost calculation model was constructed.At the same time,from the three dimensions of economy,society and ecology,the comprehensive benefits of old and dangerous reservoirs’ reinforcement were analyzed and calculated in this paper,the quantitative calculation method of 13 benefit indicators was determined,and the comprehensive benefit calculation model was constructed.(3)Reservoir P in S Province of the northwest region was taken as a case for empirical study,it is estimated that the life cycle cost value of the reinforcement for the reservoir is 13.9128 million yuan,the comprehensive benefit value is 11.4991 million yuan,and the value coefficient is 0.83.According to the method of "non value for money",it is determined that the reinforcement measures of the reservoir were "non value for money".Further evaluating the cost and benefits of the reservoir’s downgrade usage plan,the value coefficient is calculated to be 0.85,which is still "non value for money".Therefore,priority should be given to the scrapping and utilization of reservoirs,and the main modes of utilization after the scrapping of reservoirs have been proposed.
